Job Summary: Implement policies and procedures in the field for general safety and health. Assist in adapting and implementing policies and procedures on project requirements, safety, industrial hygiene, environmental protection, and ergonomics to ensure company objectives are met.
Core Responsibilities:
• Lead daily field safety execution for refinery operations, monitoring job-site conditions, and work practices to identify unsafe acts, unsafe conditions, and procedural gaps, and ensuring timely corrective action follow-up and closure.
• Partner with project supervision to implement and enforce NCC safety policies, site rules, and client requirements while coaching supervisors and foremen on effective hazard recognition and control verification.
• Coordinate and deliver new-hire orientations and required regulatory and site-specific training; conduct daily and weekly safety meetings and facilitate monthly site Safety Committee meetings, maintaining complete and auditable training and meeting records.
• Perform formal and informal safety and health audits, inspections, and field observations and track corrective actions for NCC crews and subcontractors to ensure compliance with company and refinery requirements.
• Serve as the primary field interface with client and subcontractor safety representatives to coordinate safety and health efforts, SIMOPS activities, and changing site conditions.
• Lead and manage all project safety incidents and investigations, including near-miss and SIF-potential events, development of lessons learned, and implementation of corrective actions.
• Support departments and supervision in completing pre-job hazard assessments and action plans to reduce occupational injuries and illnesses, and administer site programs, including subcontractor onboarding and the site substance abuse program.
• Report site safety activities, incident performance, and exposure trends to Regional Safety Management while receiving daily operational direction from the Project Manager/Site Manager.
• Provide direct supervision, coaching, and performance management for site safety personnel, ensuring consistent field coverage, effective hazard verification, timely corrective action follow-up, and alignment with NCC/Client safety expectations.

Education/Certifications:
• Preferred: Bachelor of Science degree in Occupational Safety and Health, Industrial Hygiene, Engineering
• Required: Associate Science degree or equivalent combinations of technical training and/or related experience required.

Experience:
• 5+ years of experience in a safety-related position within refining industry.

Knowledge, Skills & Abilities:

Workplace Environment:
• Subject to inside and outside conditions, including high and low ambient temperatures.
• Subject to hazards of operating at elevated levels.
• May occasionally wear a respirator or fall protection harness and lanyard.
• Occasionally be subject to noise levels above 85 decibels and will be required to wear ear protection.
• May work in environments where exposure to hazardous materials, including chemicals, fumes, and other potentially dangerous substances, may occur; adhere strictly to safety protocols and personal protective equipment (PPE) requirements.

Physical Demands:
• Sit for long periods; view computer monitors for long periods of time
• Walk, stand, climb, crawl, kneel, lift
• Drive a vehicle
• Reach for, handle and manipulate objects. Use hands and arms to lift and carry objects weighing up to 20 pounds.
• Ascending the construction, entering confined spaces and successfully passing a pulmonary function test to be eligible to wear a respirator.
• Climb ladders and stairs of customer facilities
