Project Controls / Project Management Support (Hydro System)
Job Summary
Support one or more large, high-impact projects (or multiple smaller complex projects) within a large, complex hydro system. Own both the business and technical aspects of assigned projects, including budget, schedule, WBS, cost forecasting, invoice processing, change control, and project team guidance to ensure requirements are identified and met.
Key Responsibilities
Project / Program Leadership
Plan, develop, evaluate, coordinate, and implement a management support framework to deliver assigned hydro projects.
Serve as the primary point of accountability for overall project performance, ensuring project requirements are identified and met.
Use sound judgment to apply and adapt techniques, procedures, and criteria to resolve complex project issues.
Business / Controls (Budget, Cost, Schedule)
Develop and manage project budgets, schedules, and work breakdown structures (WBS).
Perform cost analysis, forecasting, and expenditure tracking, including monitoring/controlling costs and supporting change control.
Analyze and process partner/contractor invoices; validate scope alignment and support payment approval processes.
Complete engineering economic analyses as needed.
Support the project approval process and approve project change results within approved limits.
Allocate contingency as appropriate and participate in post-project lessons learned and closeout reviews.
Technical / Quality Oversight
Provide guidance to project team members and specialists/consultants and maintain accountability for work quality.
Initiate project controls or related process improvements to optimize program/project/business plan objectives.
Perform and/or direct studies evaluating the effectiveness of project control techniques used on projects.
Estimating / Vendor & Scope Coordination
Develop detailed estimates using advanced computer skills, including spreadsheet tools and the current estimating system.
Review and analyze vendor proposals to ensure alignment of scope, estimates, schedules, and cost accounts.
Prepare project environmental decision records for review.
Communicate and coordinate effectively to support project personnel throughout program/project development.
Required Qualifications
Bachelor of Science in Mechanical, Electrical, Civil, Industrial, or related Engineering field.
2+ years of supervisory experience (required).
Strong leadership skills with ability to direct employees.
Strong communication skills with the ability to work effectively with employees and management at all levels.
Ability to work under pressure with changing priorities; effective program/personnel management skills.
Demonstrated critical thinking skills.
Preferred Qualifications
3-5 years of power plant operations experience (preferred).
Previous TVA experience (preferred).
