The Project Manager leads low-to-moderately complex utility/infrastructure projects from initiation through closeout. This role is the primary point of contact for assigned projects and is responsible for ensuring safety, environmental compliance, quality, budget, and schedule performance. The Project Manager plans, coordinates, monitors, controls, and delivers project work within approved scope, cost, and schedule, often influencing cross-functional stakeholders without direct authority.

This position includes SOX control responsibilities for both the employee and the manager and requires completion of applicable project-management and safety training.

Key Responsibilities
Lead projects from initial planning through closeout, including post-project reviews/lessons learned.
Ensure project execution aligns with the organizations project management governance, policies, and applicable Federal/State/Local regulations.
Support negotiation and implementation of pre-contract agreements prior to issuance/approval of formal contract documents (as needed).
Coordinate post-contract settlements/closeout activities with contractors at project completion.
Communicate professionally and tactfully with external stakeholders (including customers, media, legal, and public officials) regarding sensitive topics.
Develop and maintain project management plans (scope, schedule, cost, risk, safety, quality, and performance metrics).
Manage projects using required project-management software/tools.
Identify risks and develop mitigation plans to reduce exposure.
Build and maintain integrated schedules with milestones and deliverables.
Apply sound estimating practices to support budgets and forecasts.
Coordinate with internal organizations to ensure efficient use of resources.
Ensure appropriately qualified/experienced personnel (including contractors) are assigned.
Secure resources required to meet project objectives.
Assign responsibilities; provide direction, coaching, and support to project team members.
Evaluate performance and mentor less-experienced staff (as applicable).
Maintain accurate, timely project status communications.
Track progress against milestones and deliverables; manage corrective actions as needed.
Present status reporting (progress, issues, risks, and solutions).
Assess issues and implement solutions throughout the project lifecycle.
Solve technical and non-technical problems affecting delivery.
Manage scope changes proactively; identify potential crises and develop contingencies.
Issue stop-work direction when adverse risk is identified (if authorized/required).
Recommend and seek approval for budget/scope/schedule changes when needed.
Communicate expectations to leadership, end users, and stakeholders.
Proactively communicate status, issues, and risks to management.
Direct/manage multi-discipline teams (internal and external).
Coordinate/monitor/control work performed by internal staff and contractors.
Ensure project documentation is complete, current, stored, and archived appropriately.
Perform other duties as assigned.
Minimum Qualifications
Education: Bachelor�s degree in engineering, business management, a technical field, or equivalent combination of education/training/experience.


Experience: 5+ years of utility project management experience (or equivalent progressive experience). Demonstrated capability in scoping, estimating, scheduling, and solving complex problems.
Preferred Certification: PMI PMP preferred.


Skills: Strong communication, leadership, stakeholder management, technical aptitude, and ability to learn/adapt to new tools/technology.
