Talascend is seeking an experienced HSE Manager to lead Health, Safety, and Environmental activities for a large-scale industrial construction project in Richmond, VA.

OVERVIEW:
This position will serve as the senior HSE representative for the project, providing oversight of EPC/EPCM contractors, construction activities, commissioning, and startup. The HSE Manager will establish project HSE expectations, monitor contractor performance, lead risk management and incident prevention efforts, and ensure compliance with applicable regulatory and project requirements. The ideal candidate will have senior-level HSE experience on large-scale industrial construction projects, with a strong background in contractor oversight, high-risk construction activities, regulatory compliance, and project commissioning/startup.

KEY RESPONSIBILITIES
Lead the project HSE strategy, execution, and assurance program.
Establish HSE goals, KPIs, leading indicators, and performance expectations.
Provide HSE leadership and oversight across engineering, procurement, construction, commissioning, and startup activities.
Oversee HSE performance of EPC, EPCM, construction contractors, subcontractors, and service providers.
Review contractor HSE plans, procedures, risk assessments, and site-specific safety programs.
Conduct field assessments, audits, safety reviews, and contractor performance evaluations.
Identify and manage risks associated with critical lifts, work at height, confined space, electrical work, excavation, heavy transportation, hot work, and SIMOPS.
Lead or participate in incident and near-miss investigations, root cause analysis, and corrective action tracking.
Ensure compliance with OSHA, EPA, environmental permits, local requirements, corporate standards, and project procedures.
Oversee environmental programs including waste management, water protection, hazardous materials, and spill prevention/response.
Conduct site walks, safety engagements, contractor meetings, and leadership reviews.
Monitor JHAs, TRAs, permit-to-work systems, and critical risk controls.
Develop and maintain emergency response plans and support emergency drills and preparedness activities.
Track HSE performance and provide reporting, dashboards, and recommendations to project leadership.
Support construction completion, commissioning, PSSR, turnover, and startup activities.

REQUIRED QUALIFICATIONS
Bachelor's degree in Safety, Environmental Science, Engineering, Industrial Hygiene, Construction Management, or a related field.
15+ years of progressive HSE experience.
10+ years supporting large industrial capital projects.
Experience supporting projects with $500M+ total installed cost (TIC).
Experience working with EPC, EPCM, and construction management contractors.
Experience supporting commissioning and startup activities.
Strong knowledge of OSHA, EPA, environmental compliance, and industrial construction safety requirements.
Demonstrated experience with contractor HSE oversight, risk management, audits, and incident investigations.
Strong leadership, communication, and stakeholder management skills.
