Director of Operations
Gas and Fossil Power New Construction

Job Summary
The Director of Operations provides strategic leadership and operational oversight for union construction of new gas-fired and fossil power generation facilities, including simple-cycle and combined-cycle plants. This position directly leads Operations Manager and oversees project managers, superintendents, supervisors, and craft personnel through the operations leadership structure. The Director is accountable for overall project portfolio performance, safety, quality, profitability, resource capacity, and customer satisfaction, while supporting growth from opportunity selection through project delivery and closeout.

Core Responsibilities
� Facilitate and help establish operational strategy, annual business plans, performance goals, and execution standards for gas and fossil power new construction.
� Direct Operations Managers and hold them accountable for the performance of project managers, superintendents, field supervisors, and their teams.
� Own operational profit and loss performance; oversee budgets, revenue and margin forecasts, cash flow, and corrective actions across the project portfolio.
� Set safety and quality expectations with functional leaders; review performance, reinforce field accountability, and ensure significant issues receive timely action.
� Lead portfolio reviews covering schedule, labor productivity, financial results, contract exposure, customer satisfaction, and project recovery plans.
� Allocate leadership, union craft resources, equipment, and operational support across projects; align capacity with backlog, pursuits, and anticipated growth.
� Oversee execution of civil, structural, mechanical, piping, equipment installation, electrical, and instrumentation scopes within contracted responsibilities.
� Establish union labor strategy with labor relations; support agreement reviews, manpower planning, jurisdiction resolution, and escalation of significant labor issues.
� Ensure Operations Managers administer collective bargaining and project labor agreements consistently, including wage, fringe benefit, and work rule requirements.
� Partner with estimating and business development on opportunity selection, bid reviews, execution risk, pricing recommendations, and project turnover.
� Review major commercial issues, change orders, claims, and subcontractor risks with contracts and executive leadership; approve actions within delegated authority.
� Develop Operations Managers, establish succession plans, and strengthen leadership accountability, operating processes, and lessons learned across projects.
� Maintain senior customer relationships, resolve escalated concerns, and report operational results, risks, and growth priorities to executive leadership.
 
Education and Certifications
� Bachelor's degree in construction management, engineering, business, or a related field preferred. Equivalent progressive construction and senior operations leadership experience will be considered.
� Master's degree in business or a related discipline and Project Management Professional certification preferred.
� OSHA 30-hour Construction training preferred; ability to complete company and customer safety training and site access requirements.
� Valid driver's license and ability to travel to project sites, customer locations, and company offices.

Experience
� Fifteen or more years of progressive industrial or power construction experience, including substantial leadership in gas-fired or fossil power new construction.
� Seven or more years in senior operations or construction leadership, including direct supervision of Operations Managers or comparable leaders responsible for multiple projects.
� Demonstrated responsibility for operational profit and loss, annual planning, forecasting, margin performance, and resource allocation across a project portfolio.
� Proven success overseeing large, complex construction projects from preconstruction through commissioning support, turnover, and closeout.
� Extensive experience managing union construction operations, building trades relationships, labor agreements, workforce planning, and significant labor issues.
� Experience supporting business development, evaluating major pursuits, managing executive customer relationships, and developing future operations leaders.

Knowledge Skills and Abilities
� Broad understanding of gas and fossil generation construction, including turbines, heat recovery steam generators, boilers, piping, electrical systems, and balance-of-plant facilities.
� Knowledge of construction execution, critical path scheduling, procurement interfaces, quality management, commissioning coordination, and project controls.
� Strong financial and commercial judgment, including portfolio forecasting, labor productivity analysis, cash management, contract risk, and change management.
� Knowledge of union labor agreements, craft jurisdiction, wage and fringe structures, regional manpower availability, and labor relations practices.
� Ability to translate business strategy into operating plans, allocate resources across competing priorities, and direct recovery of underperforming projects.
� Ability to lead through Operations Managers, establish clear decision authority, develop leadership capability, and maintain consistent execution across locations.
� Strong executive communication, negotiation, and problem-solving skills; ability to assess management reports and use scheduling and cost systems to guide decisions.

Existing Customer Relationships and Union Work
� Established senior relationships with utilities, independent power producers, developers, and engineering procurement and construction firms in gas and fossil power are strongly preferred.
� Demonstrated success maintaining and expanding customer accounts for major projects executed with union labor.
� Established relationships with building trades councils, union business managers, and regional or national labor representatives are preferred.
� Ability to use industry relationships to identify opportunities, assess customer needs, support strategic pursuits, and strengthen project delivery partnerships.
� Ability to describe relevant customer and union relationship history, project outcomes, and personal leadership responsibilities while respecting confidentiality obligations.

Workplace Environment
Work occurs in corporate and regional offices and at active power plant construction sites. Regular travel is expected to support Operations Managers, meet customers and labor representatives, and review project performance. Site visits may involve outdoor weather, noise, dust, uneven surfaces, moving equipment, and elevated work areas. Required personal protective equipment must be worn. Evening, weekend, or extended hours may be necessary for project milestones, urgent operational issues, and business needs.

Physical Demands
The position requires extended computer use and participation in meetings, travel, and site inspections. Site activities may require walking and standing for extended periods, using stairs and designated access ladders, navigating uneven terrain, and occasionally bending or reaching. The employee must be able to use required personal protective equipment and carry routine work materials. Essential functions may be performed with or without reasonable accommodation.
