Construction Manager (Non-Nuclear Generation Projects)

Position Summary
The Construction Manager leads construction execution and optimizes project construction performance for a variety of non-nuclear generation construction projects. This role is accountable for delivering projects to specification, on schedule, and within budget, from initiation through completion. Responsibilities span project development, engineering/design, procurement support, commissioning coordination, start-up, and testing.

The Construction Manager may oversee multiple projects across multiple sites simultaneously and serves as the single point of contact for construction on assigned projects. Success requires strong leadership and the ability to influence cross-functional stakeholders without direct authority, while ensuring safety, environmental compliance, constructability, schedule adherence, and customer satisfaction.

Key Responsibilities

Safety & Environmental Leadership
Ensure all work is performed in accordance with Company safety policies, procedures, and processes; verify supervised personnel have at least OSHA 10 training and proper tools to perform work safely and efficiently.
Build and sustain a Zero Injuries safety culture through daily site safety monitoring and continuous assessment.

Develop safety training matrices and checklists; implement behavior-based safety and environmental programs/plans; ensure clear communication and timely project execution.
Workforce Readiness / Site Coordination
Lead orientation and training for construction personnel, including:
Pre-outage work lists (services, rentals, lighting, storage)
Badging and check-in activities (as required)
Plant/site orientation packages (site-specific)
Contractor drug testing coordination (as required)
Vendor/craft parking coordination
Housekeeping standards and compliance
Planning, Scheduling, Budgeting, and Controls
Review project specifications to determine construction methods, requirements, and execution approach.
Prepare and document procedures to implement construction and outage management processes, including planning documents for sound execution.
Develop and maintain integrated plans covering scope, schedule, cost, forecasting, risk, contingency planning, logs, and performance metrics (using appropriate project management tools/software).
Track and manage change orders and field changes; coordinate approvals; keep baselines current and ensure changes are aligned with the Project Manager.
Create budget/schedule recovery plans as needed, with written justification for stakeholders/customers when required.
Initiate baseline changes when appropriate.
Site Execution & Contractor Oversight
Manage day-to-day construction site activities from mobilization through startup/testing; accountable for outcomes on the assigned work site.

Perform as Contract Technical Steward/Contract Technical Manager as assigned.
Address delays, weather impacts, and emergencies with appropriate corrective actions and mitigation plans.

Develop, implement, and manage QA/QC programs.
Conduct root cause and apparent cause analyses; resolve staffing, scheduling, and cost discrepancies impacting execution.
Support and/or lead post-outage reviews, lessons learned, punch lists, and final outage reporting.

Documentation, Compliance, and Reporting
Ensure safety and environmental standards are understood and followed, including reviewing/approving work packages and Job Safety Analyses (JSAs).
Lead operability and constructability reviews for capital and O&M projects.
Ensure required checklists, quality plans, invoices, curves, staffing plans, work packages, procedures, governing documents, and project records are developed, current, deployed, completed, and archived.
Oversee contractor performance, construction completion, turnover coordination, and routine safety/quality inspections.
Ensure effective project coordination meetings (daily/weekly) and reporting, including risk management and change request communication.
Ensure equipment/material deliveries align with schedules and meet specifications.
Technical Execution / Field Governance
Review and interpret drawings and communicate requirements clearly to field personnel; ensure work is performed per drawings.
Ensure heavy equipment inspections are performed and required documentation is completed.
Ensure rigging activities comply with site safety requirements.
Ensure compliance with applicable labor agreements; support positive labor relations while maintaining safety and contract compliance.
Proactively manage scope changes, identify opportunities, and develop contingency plans; issue stop-work directives when adverse risk is identified.
Solve technical and non-technical issues across the project lifecycle; coordinate with internal organizations to use resources efficiently.
Develop and present progress reports and solutions; maintain an up-to-date RFI log with sequential numbering, dates, and descriptions.
Perform other duties as assigned.

Minimum Qualifications
Education
Associate degree in Engineering Technology, Construction, a technical field, or equivalent education/training/experience (including journeyman training).
Bachelors degree preferred, not required.

Experience
Minimum 10 years of proven utility construction and/or project management experience (or equivalent functional experience).
Strong working knowledge of construction management techniques, project scoping, and cost estimating.
Broad experience in coal, gas, and hydro power plant construction/maintenance.
Strong safety focus and deep understanding of environmental, health, and safety requirements for construction execution.
Preferred Certifications (not required)
PMP, SCWI, or similar credentials preferred.
Knowledge / Skills / Abilities
Leadership, facilitation, and stakeholder management (influence without formal authority).
Strong time management, organization, and results focus.
Strong written and verbal communication skills.
Proficiency with Microsoft Office (or comparable productivity tools).
Ability to read and interpret drawings/blueprints.
Understanding of procurement, construction contracting, cost accounting, budgeting, and scheduling.

May be required to obtain and maintain a Sensitive Security clearance based on access requirements and job duties.
