NSC Staffing is seeking a highly experienced Estimating Manager to lead and oversee ship repair estimating operations in Honolulu, Hawaii. This is a leadership-level opportunity for an experienced marine estimating professional who can manage an estimating team, develop competitive proposals, and ensure accurate and timely bid submissions for U.S. Navy and commercial ship repair projects.

The ideal candidate will have extensive ship repair estimating experience, strong leadership skills, and a proven ability to manage multiple projects and deadlines in a fast-paced shipyard environment.

Position Overview
The Estimating Manager provides leadership and strategic direction for all estimating and proposal development activities. This position oversees estimators, planners, and support personnel while ensuring estimates are accurate, competitive, and aligned with customer and contract requirements.

Key Responsibilities
Estimating & Proposal Development
Lead the development of complex cost estimates for ship repair and marine projects.
Review and approve bid packages prior to submission.
Ensure accurate projections for labor, materials, subcontractors, and other project costs.
Establish and maintain standardized estimating processes and methodologies.
Analyze project requirements, specifications, drawings, and technical documentation.
Develop competitive pricing strategies based on project scope, schedule, and market conditions.

Leadership & Department Management
Manage the daily operations of the Estimating Department.
Lead, mentor, and develop estimators, planners, and support personnel.
Assign and prioritize workloads to ensure proposal and bid deadlines are met.
Monitor department performance and identify opportunities for process improvement.
Support workforce planning and staffing requirements for the estimating function.

Bid Management & Contract Support
Oversee the estimating process from initial RFP review through final proposal submission.
Coordinate and participate in ship checks and field assessments.
Interpret technical drawings, specifications, and contract requirements.
Support contract negotiations, change orders, and other contract-related activities.
Ensure estimating activities comply with NAVSEA standards and applicable government contracting requirements.

Business Development & Strategy
Support business development efforts and identify potential new opportunities.
Develop and maintain strong relationships with customers, vendors, subcontractors, and consultants.
Monitor industry trends, market conditions, and competitive factors.
Support strategic planning and initiatives that contribute to company growth.

Qualifications & Experience
Bachelor's degree in Engineering or a related field preferred.
Equivalent combination of education and relevant professional experience may be considered.

Required Experience
10+ years of experience in ship repair or marine estimating.
5+ years of management or supervisory experience preferred.
Extensive knowledge of ship repair and shipbuilding processes.
Strong understanding of NAVSEA standards and government contracting requirements.
Experience developing proposals and supporting contract negotiations.
Knowledge of work sequencing, project scheduling, and production requirements.
Proven experience managing multiple estimates and competing deadlines.

Security & Access Requirements
U.S. Citizenship required due to government contract requirements.
Valid Hawaii driver's license or REAL ID-compliant identification, or a valid U.S. passport.
Ability to obtain and maintain:
TWIC (Transportation Worker Identification Credential)
DBIDS (Defense Biometric Identification System) access
Must successfully pass required background check and drug screening.

Work Environment
Primarily an office-based position within a shipyard facility.
Regular interaction with Production, Engineering, Contracts, Project Management, and executive leadership.
Occasional shipboard visits, ship checks, and field assessments may be required.
