Job Title: Construction Safety Oversight Specialist (Substation Focus)
Location: Washington, D.C.
Overview
We are seeking an experienced Construction Safety Oversight Specialist with a strong background in construction management and a deep understanding of safety regulations and high-voltage substation environments. This individual will act as an on-site safety authority, providing oversight, auditing, and risk mitigation for construction activities at an active Exelon substation project.
The ideal candidate has hands-on experience with OSHA regulations, transmission and distribution (T&D) systems, and substation operations, ensuring all work is performed safely and in compliance with regulatory and client standards.
Key Responsibilities
Serve as the primary on-site safety representative overseeing construction activities related to excavation, ductwork, transformer installation, and other substation components.
Provide independent safety oversight of the contractor’s safety manager and serve as a “second set of eyes” to ensure compliance with all safety policies and OSHA regulations.
Conduct safety walkthroughs, audits, and assessments; document findings and track corrective actions.
Ensure compliance with OSHA, NFPA 70E, and all rules related to excavation, clearances, and zones of protection.
Provide guidance and mentorship to field teams regarding risk assessments and safe work practices in high-voltage environments.
Collaborate with project leadership to maintain a strong safety culture without directly directing the workforce.
Oversee adherence to Transmission and Distribution (T&D) methods and ensure appropriate risk mitigation measures are in place.
Report safety trends, issues, and recommendations to management for continuous improvement.
Qualifications
5+ years of experience in construction safety management within a substation, T&D, or high-voltage environment.
Prior experience as a Construction Manager or similar role with a heavy focus on safety oversight.
Extensive knowledge of OSHA standards, excavation rules, and electrical safety practices.
Strong understanding of high-voltage systems, clearances, and zones of protection.
Proven ability to identify and communicate safety risks effectively across multiple stakeholders.
Excellent written and verbal communication skills with the ability to articulate safety concerns clearly and professionally.
