Overview:
We are seeking an experienced Safety Oversight Specialist to support a major substation construction project in Washington, D.C. This role focuses exclusively on safety management and field oversight, ensuring full compliance with OSHA regulations and best practices for transmission and distribution (T&D) environments.
The selected candidate will serve as an independent safety representative—a second set of eyes on site—to observe, assess, and report on safety conditions and procedures. This position provides oversight and collaboration with both the project’s Construction Manager and the contractor’s on-site Safety Manager but does not directly supervise the workforce.
Key Responsibilities:
Act as the on-site safety representative, monitoring all construction activities, including excavation, ductwork, transformer installation, and other substation-related operations.
Provide objective oversight and safety verification, ensuring adherence to OSHA standards and all site-specific safety requirements.
Identify and communicate potential hazards, unsafe behaviors, or compliance issues to the Construction Manager, site leadership, and field teams.
Perform ongoing risk assessments for high-voltage and T&D work, focusing on clearances, zones of protection, and exposure prevention.
Serve as a liaison between field personnel and project leadership to ensure timely awareness and resolution of safety concerns.
Participate in field inspections, safety audits, and incident reviews to support continuous improvement in site safety culture.
Ensure all excavation, electrical, and mechanical operations comply with applicable safety rules and regulations.
Qualifications:
3–5 years of experience working in a substation or high-voltage transmission/distribution environment.
Deep understanding of OSHA regulations, clearances, zones of protection, and safe work practices for T&D construction.
Hands-on experience with excavation safety, duct bank work, and transformer installation.
Strong communication and observational skills with the ability to influence safety culture in the field.
Comfortable working within a fluid project hierarchy, escalating issues appropriately to project management or field supervision.
Proven ability to conduct independent safety oversight and maintain professionalism in high-stakes construction environments.
Must be local to the Washington, D.C. area (no per diem or relocation assistance available).
