Role Summary

This position serves as the on-site safety liaison and plays a key role in ensuring all project activities meet the owner’s safety expectations. A major component of this role is reinforcing Human Performance behaviors across contractor and project teams.

Key Responsibilities

Champion a strong safety culture where Human Performance principles are consistently practiced and reinforced.

Ensure contractors comply with OSHA requirements, state/federal regulations, and Dominion safety standards.

Offer expert guidance on relevant safety regulations and communicate any impacts to project leadership.

Oversee new contractor safety orientations, with emphasis on HP concepts and Dominion’s expectations.

Maintain all necessary regulatory materials, inspection forms, and safety documentation readily available on site.

Develop and manage the emergency action plan and incident response matrix.

Address and follow up on safety concerns, including areas tied to Human Performance indicators (e.g., LOTO behaviors, situational awareness lapses, error traps).

Conduct frequent field audits to assess compliance, identify error-likely conditions, and reinforce HP tools.

Stop work immediately for IDLH situations and coordinate contractor response.

Escalate unresolved deficiencies to project management.

Promptly communicate incident information to the project team.

Participate in incident investigations to identify root causes, error precursors, and organizational contributors—not just outcomes.

Prepare reports on injuries, illnesses, property damage, vehicle incidents, and any required updates to safety standards.

Join project safety calls to review incidents, trends, and Human Performance insights.

Review field documentation such as permits, lift plans, inspections, and certifications for accuracy and HP quality.
