GRSi is currently supporting various Infrastructure O&M, Service Desk Support and Software Development programs within the National Institutes of Health (NIH) and the Centers for Medicaid and Medicare Services (CMS). Due to our explosive growth within these two environments over the last year, and specifically thus far in 2018, we are looking for a talented and dedicated Health IT Program Director to join our team. As the Health IT Program Director for GRSi, you will be responsible for overseeing our HHS portfolio while maintaining and facilitating our continued growth within these programs.
Work closely with the VP/Civilian Portfolio Manager and the CEO in structuring the capture plan and win strategy and positioning the company with the customer.
Identify new opportunities and manage efforts and resources needed in pursuit of new opportunities within CMS and NIH.
Develop program pursuit and win strategy, teaming, technical approach, key personnel and ensure the success of the proposal effort as measured by receiving the award of contracts.
Oversee the proposal effort from the perspective of ensuring the win strategy is defined and implemented.
Work with transition team to craft successful transition approach and pricing.
Plan, implement, and manage performance of contract duties.
Establish and maintain cooperative working relationships with a diverse group of staff members, stakeholders, and customers.
Apply a wide range of traditional and agile principles/practices to provide responsive and effective management solutions.
Analyze program and project management needs and tailor industry best practices to suit the customer environment.
Work with stakeholders to define clear project objectives and requirements, agree on priorities, communicate progress updates and demonstrations, resolve issues and conflicts, and provide responsive change management.
Work with cross-functional teams with diverse technical skill sets to support successful performance across operations and projects.
Monitor performance objectives, implement outcomes-based performance measures and management frameworks; evaluate performance; identify improvement recommendations; provide training and mentoring as needed to ensure consistency and adherence to standards.
Develop and maintain both programmatic and technical documentation.
Raise issues, risks, and exceptions; assess impact, probability, and response alternatives; devise risk management strategies and engage appropriate stakeholders; follow-through to resolution.
Participate in weekly meetings and progress briefings to the customer; follow up on direction given by customer, action items, questions, documentation, etc.
Serve as the single point of contact for customer leadership and corporate executive management.
Work with corporate organizations such as Human Resources and Recruiting to ensure appropriate staffing and engage reach-back resources as required.
Bachelors Degree in computer science or other relevant field.
PMP or PgMP certification (Active PgMP highly preferred).
ITIL v3 Foundation certification and experience in ITIL-based processes.
10+ years project/program management experience, working with cross functional teams.
10+ years supervisory experience.
Ability to think analytically and strategically to provide the thought leadership necessary to introduce incremental and evolutionary change.
Ability to manage complex tasks and adapt to rapidly changing requirements.
Ability to analyze problems with a flexible and creative approach and then propose multiple alternative solutions.
Ability to effectively and confidently communicate complex concepts in speaking and writing with team members and all levels of technical and nontechnical customer stakeholders.
Self-starter and quick learner with lots of initiative, working independently without day-to-day supervision of tasks and proactively seeking solutions to problems.
Excellent attention to detail, quality, and follow-through; commitment to continuous improvement and the elimination of performance variability.
Proficient in Microsoft Office (Word, Excel, and PowerPoint), Project, and Visio.
Experience with one or more development, release, change, inventory, knowledge management, and end-user support systems such as: Atlassian JIRA, Microsoft Team Foundation Server (TFS), Git, Serena, Subversion, Innotas, Microsoft SharePoint, ServiceNow, etc.
Must meet all requirements for obtaining and maintaining a Public Trust Clearance.
Masters degree in Business, Information Systems, or related discipline
ITIL Intermediate or Expert certification
Agile certification (Certified ScrumMaster (CSM), PMP-ACP, or equivalent
