The developer will design and construct responsive websites and/or applications that deliver consistent, efficient, and intuitive user experiences while achieving business objectives. The developer will conduct work within departmental policies and processes and perform all duties and activities in a safe, disciplined, and ethical manner.

1. New Application Development
a. Gather and evaluate user requirements in collaboration with customers, business analysts, and/or team colleagues. Illustrate design ideas using storyboards, process flows, prototypes and sitemaps.
b. Collaborate on the design and implementation of reusable web UI components.
c. Integrate UI components with REST web services when applicable.
d. Manage the development cycle through coding, testing, acceptance and production turnover.

2. Maintenance and Revisioning
a. Perform maintenance duties to ensure continued operations of existing production sites, UI components, or applications.
b. Gather design changes and problems/issues for revising existing production applications.
c. Manage the change cycle through coding, testing, acceptance and production rollout.

3. Technical Support of Operations
a. Diagnose and troubleshoot root causes of issues.
b. Eliminate recurring problems and improve supportability in the implementation of mitigations and fixes.

4. Communication
a. Manage the customer relationship leveraging strong communication skills to collaborate with various stakeholders.
b. Communicate project status effectively and consistently with management.


Position requires a 4-year degree in Software Engineering, Computer Science or related discipline with a minimum 2 years proven performance in related assignment(s); or a non-related 4 year degree with a minimum 4 years proven performance in related assignment(s); or a 2 year degree with 6 years minimum proven performance in related assignment(s). In lieu of degree, a high school diploma and a minimum 8 additional years of relevant information technology is acceptable.

2 years experience (4 years, if no degree) in developing websites and/or web applications using:
1. HTML5, CSS3, Javascript
2. Integrated Development Environments (IDE), e.g. Eclipse, VSCode, Brackets, etc.

1 year experience:
1. Responsive CSS libraries, e.g. Bootstrap, Material
2. Oracle and/or SQL Server

Working knowledge of:
1. Agile development methodologies
2. Service Oriented Architecture
3. REST Web Services
4. SQL and stored procedures
5. Angular, ReactJS, Polymer or other modern frameworks and libraries.
6. Web application security
7. Code versioning tools

Demonstrated ability to design and implement websites and/or applications that achieve business objectives and deliver outstanding user experience.
Demonstrated technical agility in learning technical concepts, architectural patterns, and products quickly.

Experience with Web Content Management Systems is a plus.


Physical Demands:
While performing the duties of this job, the developer is occasionally required to sit; use hands to finger, handle, feel objects, and type on keyboard; reach with hands and arms; talk and hear.
Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Reasonable accommodations may be made to

Work Environment:
a. While performing the duties of this position, the developer will have a workspace exposed to normal noise level in the work environment.
b. Some duties require travel between site areas.

Work Hours:
A 40 hour work week excluding SRNS holidays. Each work day has a 30-minute unpaid lunch period. Occasional work outside of normal business hours may be required for critical issue response as directed by the Subcontract Technical Representative and/or management.

Area Security Access:
A security clearance is not initially required; however, candidate must be capable of obtaining an L or Q clearance if required to perform assigned duties.
