Responsible for user liaison, system specifications, systems design, analysis, and project control. May also interact with Analysts and Programmers through implementation phases and occasionally assist in programming effort. Provide key link between ultimate user and computing resource.
Areas of Responsibilities
Accountable for the approval and sign-off of the program plan with customer representatives, such as portfolio managers, and all affected program stakeholders.
Accountable for management of scope for the program and gaining agreement and approval of scope changes with customer representatives and affected stakeholders.
Build and maintain relationships with key stakeholders and customer representatives.
Direct work planning and scheduling design work.
Manage, and track the program progress against the program plan.
Serve as the primary point of contact for all program-related issues and resolution of issues.
Coordinate and present proposals to agencies as necessary.
Identify and manage program risk and develops risk mitigation strategies, track to closure.
Ensure team leads adjust and revise estimates when necessary.
Anticipate issues and proactively address them. Resolve conflicts with sensitivity and tact.
Coordinate the establishment of program standards and program specific procedures with team leads.
Responsible for project compliance with standards and procedures.
Responsible for the capture and reporting of required program management metrics.
Responsible to tailor and baseline all program templates.
Develop and facilitate achievement of program service commitments and performance metrics.
Ensure that tasks provide value and support the strategic direction of the program and meet service commitments; conduct reviews with agencies.
Accountable for the final program management evaluation review with stakeholders for approval upon program completion.
Communicate effectively with customers and software / hardware suppliers supporting the State as appropriate.
Identify and track issues.
Balance workload with program members capacity.
Communicate to team members how their work assignments relate to and help achieve program objectives.
Plan program specific training and orientation needs.
Understand key business objectives and strategy of the product, and be able to communicate this to the team
Helps track metrics (inputs, outputs, and outcomes) for Scrum teams; monitors these on an ongoing basis
Facilitate process of deciding which stories will be included in each sprint through understanding team’s velocity and story scope and size
Help team members select which stories they will work on
Manage progress by facilitating Agile ceremonies and helping team members overcome roadblocks
Facilitate process of working with Experience Owner/Agile Product Owner and team to re-balance and re-prioritize work within a sprint
Protect Scrum team from distractions and interruptions by people outside the team
Manage burndowns and other documentation to oversee progress in each sprint
Understand technology roadmap and help team fit their work into this roadmap, where applicable
Coordinate sprint planning, daily stand-ups, and review/retrospective sessions with rest of employees
Provide visibility into progress by maintaining HP ALM Octane, burndown charts, velocity analysis, etc.
Education and Experience
Bachelor's degree in Engineering, Computer Science, or Information Systems
3-5 years experience in technical, engineering, or business related role
Scrum master certification
2+ years of hands-on experience as a Scrum master
Hands-on experience with agile technologies and tools – HP ALM Octane preferred
Basic understanding of DevOps technologies and tools, e.g., Jenkins, GitHub
Graduate Degree in Business, Leadership, or relevant technical discipline.
Experience with mobile app development, advanced analytics, and/or robotic process automation
Experience in industrial enterprises with large represented field personnel – utilities preferred
