IT Systems Engineer Specialist / SCADA Developer - Richmond, VA 23219

Previous Gas Pipeline experience a PLUS (please highlight this experience if relevant)

US Citizen or Green Card Required for this role

Pay Rate: $76 / hr

Preferred Years of Experience: At least 5 years of experience.

Snapshot of Position: Manages and supports all aspects of the generation fleet Dominion uses to supply customers electrical power from an IT perspective.

Top Required Skills:

1) Experience with working under the guidance of standards like NERC, NIST (National Institute of Standards and Technology), TSA (Transportation Security Administration), or other standards organizations.
2) Complete system understanding of Windows Servers and Linux Servers. Someone that has vast understanding of not one specific technology but from detailed OS (Operating System) understanding and experience to cyber security of those systems and the ability to manage those systems with systematic programs to ensure they work constantly. The ability to find improvements that automate infrastructure in a very safe and secure manner.
3) Critical mission systems, systems that cannot fail and every technology and cyber system to make this possible. This could be everything from SFTP hourly flat files to data updating at 30 times per second by various protocols. The ability to understand when a patch is needed for security vs just an enhancement and how to appropriately document testing to ensure everything goes well in the production push of the patch.
4) Very good documentation of processes, how to training aids, trouble reporting and analysis to document long-term mitigation of issues, clarity of written material, ability to speak clearly and concisely to upper management on a variety of issues and resolutions.
5) Must have programing in C, experience with Windows Servers and Linux Servers, DNP3 and ICCP.

Nice to Have Skills:
Broad range of all kinds of systems that make a huge IT (Information Technology) system work, i.e., SFTP, Communications Protocols like DNP3, ICCP (Inter Control Center Protocol), etc.

Job Summary

Dominion Energy seeks candidates for a Software Systems Engineer Specialist position located in Richmond, Virginia. Position responsibilities include supporting a SCADA system used to operate and monitor the generation electrical power system and other assets. A broad knowledge and/or willingness to learn a variety of skills from configuration, programming, automation, business operations etc. will be required.
• It is essential the successful applicant be a highly motivated self-starter that can and will be responsible for their work with minimal direction and supervision. Works independently, this role formulates or defines specifications for complex software programming applications or modifies/maintains complex existing code. Responsibilities include working with an application dealing with the overall operating system and complex in operation and activities. Candidate works at the highest technical level on all phases of software systems programming applications. Candidate is responsible for working with an individual business unit on multi-project assignments.
• Support SCADA system across Dominions electrical system.
• Expert knowledge of data centers spanning two primary sites operating as a single logical unit through the use of Cisco, VMware, and F5 technologies. Worked
• Expert in network systems and moving circuits through various vendors.
• Expert in data center and WAN network to support management of power generation stations running an OSI software solution. Integrated with network built around IP, analog, and ICCP connections compliant with NERC/CI
• Expert in VLan creation and management.
• Design sets of complex secure networks supporting the electric system control centers. Unified systems included dedicated systems among other NERC/CIP regulated systems.
• Monitor and tune performance of SCADA system
• Connect new technologies to existing SCADA system with a variety of protocols
• Support systems using NERC CIP standards
• Support various systems to get evidence out for Cyber Security awareness
• Participate in a 24x7 on-call rotation
• Plan, design, implement, enhance, and maintain complex system

Knowledge, Skills, Abilities:
• Experience in Windows Operating System and Linux system at a Very High Proficient experience.
• Detailed analysis of firewall rules management and creation
• Understand and analyze detailed logs of the OS and software systems to get to core of various software.
• Knowledgeable in C, CC++, Python, Unix Shell, Assembly, Verilog, etc.
• Knowledge of Electrical Operations and/or Power Generation a plus

• Bachelor, Electrical Engineering and/or Computer Engineering
major with 1 – 2 years’ experience with SCADA system programming.
**Military SCADA PLC experience may be considered in lieu of degree (especially Navy Sub experience)***

• Demonstrated ability to research and understand customer issues and requirements.
• Experience working with IT group and service providers to apply technology solutions to businesses.
• Solid written and verbal communication skills.
• Demonstrated organization and planning skills that include coordination of assigned projects, planning and scheduling, and time management.
• Ability to work independently, in a support capacity, or a lead role on critical short-term and long-term projects.
• Successfully coordinate activities and solutions with team members and teams from multiple areas of the company.
• Solid analytical skills and demonstrated skills in analyzing and solving problems and issues of varying complexity and providing detailed documentation regarding issues and resolution.
• Ability to manage multiple work efforts simultaneously.
• Demonstrated ability to analyze business processes for both ‘as is’ and ‘to be’ states.
• Demonstrated ability to identify opportunities for strengthening business processes and systems proactively.
• Capability and willingness to learn rapidly, ask questions, and retain the information provided during the process.
