Edgewater is seeking qualified candidates for a Subject Matter Expert 3 (EVMS) opportunity for our customer in Los Alamos, NM to support the Los Alamos National Laboratory (LANL).

Per Diem: Available for those who qualify.
Location: 100% Onsite, (TA-0003)
Group/Organization: PC-DO

Education
Bachelor’s degree required. Master’s degree in engineering, Science or Business Management. PhD degree preferred at this level. Twenty (20 years) of directly applicable experience in specialized technical field and is acknowledged as an expert in the specific area in question.

Summary
This Project Controls Earned Value Management Systems (EVMS) Subject Matter Expert (SME) 3 position will support LANL project controls and EVMS compliance as part of an EVMS Readiness Team. This team will support the Laboratory-wide implementation of System Description (SD) 354, LANL’s certified EVMS system description, and provide direct support in preparing for the DOE Implementation Reviews. Additionally, the team will provide enhancement to the capabilities and sustainability of Earned Value Management (EVM). The certified system supports Los Alamos National Laboratory programs and Capital projects. The team will focus on engagement of review and enforce existing implementation processes for a certified EVM system; and will support across the full range of issues and challenges that will confront the Laboratory as we build our excellence in operating within the certified EVMS.

The SME 3 will interface with implementation reviews of select points of contact including 1) Project Management Training with the Project Management Division Office (PM-DO); 2) Project Controls EV Implementation Support Team & Project Controls Central Teams; 3) Project Management Information Technology (IT); 4) LANL Project Controls; and 5) the EVMS Program Office Site Surveillance Officers (SSO’s). Experts will support formal training including 413, Critical Decision (CD) process, EVMS Fundamentals, and SD354. Experts will provide mentoring and one-on-one support to PCE’s, CAM’s, and PM’s, implement guidance and practical field-support, coaching for key roles, and support surge capacity of deadlines and data calls. Experts will prepare for Control Account Manager (CAM) Active Surveillance or Implementation Review interviews and support corrective action resolution and closure.

Interfaces with management personnel and customer representatives. Develops and enforces work standards, assigns schedules, reviews work quality, communicates goals, objectives, and policies of the organization to subordinates. Provides leadership for the project team, coordinates with the functional organizations, and advises senior personnel within the project organization.

The Project Controls group provides subject matter expertise, which support standard Project Management operations along with application of the certified EVMS, where appropriate, for ensuring that control systems are maintained in compliance with that certification. Focus is on delivering quality projects and programs, safely and in compliance within scope, schedule, and budget for the lab.
