Edgewater is seeking qualified candidates for an IT Program Manager 2 opportunity for our customer in Los Alamos, NM to support the Los Alamos National Laboratory (LANL).

Per diem: Available for those who qualify.
Location: Offsite or Hybrid
Group/Organization: PMRC-IT
Work Schedule: 9/80’s or 5-8’s
Positions Available: 1
Clearance: Able obtain and maintain “Q”

Education
Minimum requirement is a bachelor’s degree (post graduate course work is desirable) in computer science, management information systems, science, or engineering, at least 5-years of relevant experience (or 9-years in lieu of degree) managing multiple or large IT Programs independently and IT professional certification is desirable (e.g., MCSE, CISSP, CCNA, etc.) are typically required for this function and level.

Desired Technical Skills
Strong Project Management and Customer Service/Relation Skills, Agile/Scrum experience

Software knowledge requirements
Microsoft Office Suite

Summary
The IT Program Manager provides leadership and overall management of one or more assigned technical or operational portfolios, which may be medium or small in total budget and may encompass one or more discrete Information Technology or Information Security programs. The IT Program Manager coordinates with customers and stakeholders to determine what work will be done to meet the institution’s needs, general timeframes, and funding requirements. Programs are a complex set of related activities needed to produce products or services over time to meet institutional requirements. Programs are often ongoing over multiple years and evolve in response to changing regulations, requirements, and the Laboratory’s changing needs. The customer may be an external body, such as a federal agency, an internal organization within LANL, or may be the entire institution. Programs often are funded by a specific source but may comprise similar activities funded by multiple sources.

Job Requirements
Advanced-level knowledge of and consultative experience in all aspects of program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; managing change control, and managing risk.
Advanced-level understanding of change management concepts and ability to implement change initiatives related to business processes and technologies.
Advanced-level experience in working with scrum teams, scrum masters, and product/service owners.
Advanced experience in interacting effectively with all levels of external or internal personnel; building trust, gaining consensus, and resolving conflicts.
Systems thinking and a strong sense of ownership to drive complex programs with interdependencies that require definition from the ground up.
First-rate project management skills, including the ability to balance multiple, sometimes competing, priorities with date-driven timelines and a solid understanding of risk management.
Emotional intelligence to lead through influence, while building a culture of teamwork and inclusiveness
Technical aptitude to work closely with software engineers.
Experience with agile software development methodologies and practices
Analytical skills to dive into usage data and performance metrics.
