Edgewater is seeking qualified candidates for IT Business Analyst opportunities for our customer in Oak Ridge, TN to support the Y-12 National Security Complex.
Clearance: Active DOE L or Q (or DOD Secret of Top-Secret) security clearance preferred. Uncleared candidates must be able to obtain and maintain a DOE security clearance.
Responsibilities:
Analyzes business and technical processes to formulate and develop new and modified business information processing systems.
Key interface point to the business unit to define requirements and business cases for the technology developments.
Coordinates with business and technology teams ascertaining system requirements, such as program functions, output requirements, input data acquisition, and execution of user’s acceptance; and may coordinate testing, system techniques, and controls.
Requires knowledge of computer system capabilities, business processes, and workflow.
Responsible for facilitating IT project teams through business cases, eliciting key functional elements and requirements, requirements organization, translating and simplifying requirements, requirements management and communication, and requirements analysis.
Analyze and assess current processes to define and document requirements and improvements.
Develop software quality assurance documents to include business requirement documentation for IT projects. Work with business units to define and document project scope, requirements, and expectations and to report potential conflicts with other units to the project team for evaluation.
Work as a key interface point for business stakeholders, senior management, and the technical team to identify, discuss, and resolve any issues related to functional system delivery.
Provide documentation and communication of business needs and/or requirements with thorough understanding of business systems and industry requirements.
Ensure understanding of implications of technical solutions.
Collaborate and coordinate across all IT and business segments.
Ensure consistency and adherence to company standards, processes, and procedures.
Work with Quality Assurance for QA acceptance of product/business requirements.
Use requirements to drive the design or review of test cases, process change requests, and assist with managing a project’s scope, acceptance, installation, and deployment.
Assess and validate activities to determine if a solution has fulfilled the requirements.
Ensure adherence to project lifecycle management and software lifecycle management.
Exercise initiative and independent judgment and discretion under limited supervision.
Responsible for adherence to company strategies, policies, processes, methodologies, commitments, and goals.
Develop and maintain business analysis technical documentation, per procedures; and ensures completeness and accuracy.
Ensure effective communications exists with and among teams for which he/she is assigned.
Brief upper management and project teams on work assignments.
Participate and/or develop procurement deliverables (e.g., statements of work, bills of material) for external services and materials.
Qualifications
Basic Qualifications:
Bachelor's degree in engineering/science/information technology discipline with minimum 2-4 years of relevant experience OR a Master's degree in engineering/science/information technology discipline with 1-4 years of relevant experience.
Work schedule is 4/10 hour days M-Th for Y-12 site
Limited travel may be required.
Successful drug screening.
Must be US citizen.
Must be eligible to obtain and maintain a security clearance.
Preferred Qualifications:
Associates or higher degree in a technical field and 10 to 15 years of related experience or high school diploma and 20 or more years of relevant experience. Requires demonstrated in-depth knowledge and skills in a technical specialty. This level should be limited to a small population. Individuals in this job group may lead other technicians by planning and providing work direction. Recognized as the expert in their field.
Active Clearance.
Proven experience in business analysis for production or technical projects.
Knowledge and understanding of strategies for gathering, reviewing and analyzing data requirements.
Knowledge and understanding of business process modeling, traceability and quality management techniques.
Knowledge and appreciation of business concepts and requirements as applicable to a large government facility.
Knowledge of the principles of strategic business decision-making.
Proven experience in eliciting requirements of complex projects and/or programs through business analysis techniques. Skilled to develop and prepare business analyses and plans; prioritize requirements and create conceptual prototypes and mock-ups.
Highly-motivated individual with a natural instinct to lead.
Proven experience in effectively handling multiple tasks while meeting deadlines.
Skilled in the use of tools such as computerized spreadsheet, relational database modeling, modeling software, data analytics, word processing software, Scrum, Kanban, Scrumban, or other hybrid agile methods required.
Ability to process computer data and to format and generate reports.
Ability to create, compose, and edit written materials.
Ability to develop and deliver presentation.
Ability to work independently and to work effectively as part of a group with diverse backgrounds and skills.
Strong interpersonal communication skills, time management skills, organizational skills, and oral and written skills.
Project Management Institute (PMI) certification or equivalent (i.e., PBA, PMP, CAPM) preferred, but not required. Knowledge of business analysis and/or project management principles, practices, techniques, and tools is preferred.
Scrum Master Certification.
ITIL Foundations Certification.
ServiceNow experience with Agile Development.
Highly motivated with proven ability to lead and manage multiple concurrent and complex IT related infrastructure and/or application development teams through business analysis processes in a fast paced, and demanding business environment.
Knowledge and understanding of business analysis best practices and processes such as those of the Project Management Institute (PMI).
Knowledge and understanding of project lifecycle management and software development life cycle.
Ability to logically and systematically evaluate business and process problems to determine appropriate solutions.
Experience in conflict resolution with individuals or a team.
Exercises initiative and independent judgment and discretion under limited supervision.
Experience serving as a Scrum Master or other hybrid agile methods is desired.
