[Safety Specialist] 22 month contract/43/hr or 28/hr with 15/hr PD

Schedule: 6 days/Monday – Saturday

Provide constructive Guidance and Leadership on all site-related HSE matters
Ensure that all personnel follow health, safety and environment rules and receive proper training appropriate to their role
Record/report any incidents/accidents? Prepare procedures, safe work instructions and safety alerts
Lead formal Weekly safety walk-around inspections, record Hazards and work with the Construction Supervision/management to eliminate/reduce the hazards
Liaise with any external/internal parties for any HSE Audits and Inspections
Provide regular communication and updates about any changes to Legal & Industrial compliance.
Development of a safety culture, with particular emphasis on behavioral safety
General Requirements

The HSE Coordinator will be based on site at in Gum Springs, Arkansas, and ensure that the work carried out by the EPC Fabricator and their subcontractors is in compliance with all mandatory & local health & safety rules and regulations, as well as the Fabrication Subcontractor’s own HSE Rules.
He/she shall provide advice, support and guidance in all aspect of Health & Safety pertaining to the Project through to completion of the works.
As the work involves activity in an industrial environment – including at heights/scaffold – any candidate must be physically and medically fit and able to carry out his/her duties without any adverse effect on their own health and welfare.
Qualification to an Internationally-recognized Health & Safety body such as NEBOSH is an essential requirement. Experience in a general industrial/construction environment is required, as well as familiarity with the USA Health & Safety Regulations.
Key Objectives:

Main Responsibilities:

Provide site safety inductions to all visiting personnel, and ensure that site personnel are working in line with the Yard HSE rules and ESS Health & Safety requirements.
Carrying out risk assessments and update as appropriate
Manage Project Management Team members to ensure that the works are coordinated with other disciplines (from HSE perspective)
Conduct daily tool box talks with employees
Provide HSE guidance and information to site personnel during operational activities
Review and update any Job Safety Analysis
Carry out formal weekly site inspections with all subcontractors, and continual HSE surveillance inspections.
Provide the Project & Site Manager with HSE guidance on safe working practices within the yard
Review site/local requirements, and ensure that any HSE training is provided/updated
Ensure any Confined Space Entry procedures are implemented and maintained on site
Promote the use of the Safety Awareness Observation program
Maintain any records of inspection findings and produce reports & recommendations for improvements
Record and report on all incidents and accidents and producing statistics for the Project management Team;
Maintain a working knowledge of all USA HSE Legislation that may affect site operations, and provide guidance to the ESS Project & Site Managers.
Prepare & Issue any HSE Management Reports as agreed with the project Team
Prepare & distribute any HSE Safety Alerts/Bulletins
Monitor and ensure installation works are carried out in a safe working manner
Ensure the safe storage and disposal of hazardous substances (in compliance with the OSHA Regulations)
Provide specific guidance and information to the Project management Team on areas such as fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases.
Monitor all fire-fighting and lifting appliance inspections – Mandatory & local.
Organizational Relationships:

Primarily reporting directly to the Project Director, the HSE Site Manager will also liaise with the Site Construction Manager as well as the Fabrication Subcontractor’s operational team on site.
HSE Communication with all site subcontractors management
Actively participate in (HSE) relationship-improving activities with the Fabrication Subcontractor’s workforce.
QUALIFICATIONS
OSHA 510, 501 & 502 Certificate
Recognized First-Aid qualification
OHSAS 18001: Auditor qualification (or equivalent)
CSP or NEBOSH National Diploma or equivalent
ISO 14001: Environmental Management System Auditor Qualification
HAZWOPER Training
CSP or NEBOSH National Diploma or equivalent
ISO 14001: Environmental Management System Auditor Qualification
HAZWOPER Training
BACKGROUND/ EXPERIENCE
Proven/experienced background of 5-years minimum experience in site HSE Management in Holland
Fabrication-construction environment experience
Plant and equipment installation experience
Thermal, Hazardous waste/ Oil & gas standards
Construction/ Installation experience
Experience of multi-discipline construction /installation supervision
E&I Installation experience
Thermal, Hazardous waste/ Oil & gas standards
Construction/ Installation experience
Experience of multi-discipline construction /installation supervision
E&I Installation experience
SKILLS
PC-literate and effective in using MS Office and general PC software
Competent in report-preparation
Communications skills (Client, Internal and Subcontractors)
PERSONAL QUALITIES /INNATE ABILITIES
Ability to motivate site team and subcontractor(s)
Fluent in English language (oral and communication)
Proactive attitude, and ability to work with teams in resolving (HSE) issues
Demonstrable leadership skills
Ability to communicate with both management and construction workforce
