Edgewater is seeking qualified candidates for a Cost Analyst opportunity in Carlsbad, NM to support the Waste Isolation Pilot Plant (WIPP).

Per diem is available for those who qualify.
Work location is on-site at WIPP

The Waste Isolation Pilot Plant (WIPP) is the nation’s only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds.

Position Overview:
We are actively seeking a Cost Analyst to perform duties as directed by Procurement Management. Candidates will be required to work on-site.

Qualifications:
Bachelor’s degree in a related field with an emphasis in government contracting pricing (a combination of relevant experience will be accepted).

Minimum of 10 years of experience or more in government contract pricing, contracting or related field with:
Experience in Federal Contract Management working with Department of Energy (DOE) or Department of Defense (DOD).
Knowledge and understanding of Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulations (DEAR), and Federal Travel Regulations (FTR).
Experience with Construction Contracts, Services, Staff Augmentation, Engineered Equipment, Fabrications, and Manufacturing.
Experience in conducting negotiations.
Knowledge of FAR Part 31 and cost allowability, allocability and reasonableness
Experience working with Cost Estimators and Procurement Engineers.
Knowledge of Market Research for services, major equipment and components.
Knowledge and ability to write justification for award documents and negotiation memorandums.
Ability to work with Program Managers, Engineers, and field personnel to effectively develop statements of work, independent cost estimates, and RFP cost/price instructions.
Experience working in Oracle and/or People Soft desired.

Key Responsibilities:
Conduct cost analysis, and all functions that go into it, start to finish, for all forms of acquisitions and subcontract modifications, to include Request for Equitable Adjustments (REAs).
Support cost estimating as necessary and work closely with requirements generator and procurement engineers.
Assist Procurement Management with needs analysis and budgeting, as necessary.
Support acquisition planning for fulfilling purchasing needs and develop overall strategy for managing the acquisition.
Support Buyers and Procurement Specialists with Request for Proposal (RFP) preparation, specifically cost and price instructions and evaluation criteria.
Support Buyers and Procurement Specialists with proposal analysis, source selection process, and negotiation, parameters and actual execution.
Provide support with subcontract close-out for transition and transmittal of permanent records holdings.
Support Buyers and Procurement Specialists with subcontractor indirect rate closure negotiations and finalization.
Organize, update and retain purchase order/subcontract records. File in accordance with the Procurement Desktop Guide.
Support invoice review and work with Accounts Payable for timely payment to subcontractors as necessary.
Support allowable/unallowable cost review as necessary.
Provide backup support to Buyer’s and Procurement Specialists as needed with market research, purchasing, etc.
