KBR is seeking a Program Manager to support government contracts in the Washington Metropolitan Area. The Program Manager shall provide program management capability and professional business relations to manage all tasks associated with the effort. The Program Manager shall integrate and coordinate all activity needed to execute efforts requirements, including the timeliness, completeness and quality of problem identification, corrective action plans, timely identification of issues, effective/responsive management of Subcontractors, customer satisfaction, and professional and ethical behavior of Contractor personnel.
Responsibilities include:
Provide overall project management, business management and financial reporting, and provide all deliverables as identified in the Contract Deliverable Requirements List (CDRL).
Accomplish the assigned work by employing and utilizing qualified personnel with the appropriate combination of education, training and experience; matching personnel skills to the work required; and ensuring the labor categories, labor rates and man-hours utilized in the performance meet contract requirements.
Provide the staff as defined in the Staffing Plan to assure the performance of work in accordance with sound and efficient management practices.
Provide accurate and timely schedule and performance information
Prepare and deliver monthly status of program supported and performed tasks to the government leadership.
Provide traceability of all man-hours and cost reimbursable elements (travel, supplies/materials) to individual funding citations Accounting Classification Reference Number (ACRN), if requested.
Prepare and deliver, monthly, a Funds & labor Hour Expenditure report (FLHER). Provide appropriate, flexible, and dynamic support in response to mission demands and changes in technology and technical requirements.
Identify shortfalls within the T&E mission scope, capabilities, or skillsets and propose innovative solutions to address these shortfalls, to include leveraging training opportunities, technology acquisition, partnering, or others; provide analysis of alternatives for solutions including costs, expected gains and outcomes.
Ensure timely processing of work requirements as well as tracking of work in progress.
Provide accurate and timely schedule and performance information throughout the life cycle of the program.
Establish and maintain an electronic record of program information in government specified formats during the period of contract performance.
Manage disbursement activities including payment of contractor local procurement actions, review and approval of Material Requests, and analysis of monthly invoicing statements along with payment of monthly bills related to the contract.
Attend all Government directed meetings and provide appropriate recommendation(s) & insight as it applies to each particular meeting and area of responsibility.
Required Education, Experience, & Skills:
Requires a technical degree: 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD
PMP
Intelligence Community knowledge and work history
Experience with Intelligence Community customer or Mission Partner and Mission Management systems and processes
Experience identifying user and enterprise needs/requirements and gap identification, analysis and assessment
Excellent communication skills, multi-task and lead several projects simultaneously
Strong analytical and problem-solving skills
