The Spear Group has an immediate need for a Director – Global Estimating & Controls for capital construction oversight on a state of the art R&D Pharmaceutical facility that will be located in the San Francisco Bay area.
Our Client, is a global health care leader with a diversified portfolio of prescription medicines, vaccines and animal health products.
The Director Estimating and Controlling is a key leadership team role and change agent with the mandate to bring industry leading solutions in the planning, managing and controlling of our client’s Global project portfolio. As such, the leader will need to bring energy, experience and innovation to the following:
Transform of our estimating methodology and lead the organization to focus on developing target costs during FEL1 and providing teams tools to manage to the target costs throughout FEL and execution. This is a critical deliverables in Target Value Design.
Provide real time support to teams in estimating a range of solutions, and coach estimators in new methodologies and practices adopted from external benchmarking.
Develop standard work for the use of Concept Level Estimate based on an itemized, priced, equipment list, approved Concept layout, and an engineering staffing plan. Project Controls and Production Management
Lead the organization that is accountable for the planning, managing, controlling and forecasting of our project budgets using state of the art methods adopted from external benchmarking.
Transform our Project Controls organization to be World Class in providing tools and technical excellence to provide more predictable project outcomes, variation reporting and early warning of issues
Continuously improve the organizations tools at identifying, assessing and managing change as well as mitigating risk to insure all projects predictably achieve their targets.
Ensure financial closeout of the project and analyzing project control data for benchmarking and project evaluation purposes ensuring compliance with GAAP, and SOX404 Compliance and monitoring of the department Profit Plan.
Planning and Scheduling
Support GES’ objective to consistently deliver our projects in
Develop standard work for the use of Target Schedules including critical activities and milestones and the associated critical path to ensure alignment with business requirements.
Be a catalyst for change and providing Proper training for project teams and sponsors on Last Planner lookahead and makeready rigor, and visual management systems with 5s techniques.
The leader will also be expected to bring innovative and industry leading solutions including methods to leverage technology to improve project delivery.
The leader will maintain the GES estimating/schedule standards and project monitoring, reporting and forecasting requirements to be implemented by the Process/Project Engineering departments.
The leader should have a Black Belt with experience as a change agent in order to efficiently drive process improvements using techniques such as A3’s, value stream mapping, and Kaizen events.
The Leader must demonstrate leadership skills and ability to influence and motivate others to change from traditional project estimating and controls methods to adopt more modern, innovative and technology enabled solutions.
Develop, coach and retain a global high performance organization that promotes employee development, diversity, delivers customer value and demonstrates leadership capabilities.
Direct a staff of engineering and business professionals whose primary function will be to serve as liaisons to the process/project engineering areas of the department.
Bachelor's (Engineering discipline preferred) ; Advanced education preferred.
Excellent communication and interpersonal skills and proven project management excellence demonstrated over multiple assignments
Knowledge of Estimating, Scheduling, Performance Management, Capital Financing
Demonstrated leadership skills necessary to transform and sustain a high performing group of technical professionals
Lean Knowledge and a Black Belt is preferred
Successful performance requires technical subject matter expertise in project management, estimating and project controls and 15+ years of capital project experience
Broad knowledge of the biopharmaceutical industry including large and small molecule and animal health is desirable to properly coach teams across all lines of business
Knowledge of Pharmaceutical/Biotech Capital Management Process
Lean Six Sigma Methodology experience
Knowledge of Takt time planning, pull-planning, production process management, value based design and/or lean delivery/lean project management preferred.
Effective communication and interpersonal skills to interface effectively with all levels of colleagues in a team environment, and with external customers
Disciplined and self-motivated with strong drive for results.
Strategy planning and development
Ability to effectively manage across multiple locations and countries
