Weirich Consulting is seeking Senior Business Analyst Project Controls
Location: The Savannah River Site
Duties/Responsibilites MAJOR RESPONSBILITIES:
The major responsibilities for this position will include many of the following as assigned by SRNS Project Controls Management.
Under limited supervision, performs moderately complex Project Control activities. Activities include, but are not limited to:
- Develop, implement, analyze and maintain comprehensive, integrated project schedules and cost baselines based on thorough analysis of project requirements by applying advanced project controls and business system techniques to support DOE Orders.
- Assists in generating, checking and analyzing data to ensure accuracy. Maintains orderly records to provide audit trail data
- Develops cost reports format as required by internal or client requirements
- Analyzes current schedule/cost trends and identifies potential problem areas
- Serves as lead on small-sized projects and coordinates work of lower-level Project Controls personnel
- Understands fundamental concepts of Estimating
- Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition.
A comprehensive knowledge and understanding of project management and cost and schedule control at the tactical level would be necessary, along with a knowledge of operations, maintenance, or project startup and construction. Knowledge of materials planning, time and cost estimating, as well as considerable experience or aptitude in computers and computer project planning and controls software is required. Thorough understanding of the capabilities of computerized equipment for storing, compiling, manipulation and retrieving schedule, materials or financial data is necessary.
Project Controls services will be provided using SRNS processes and procedures. Programmatic guidance will be provided by SRNS.
Previous SRS or DOE Project Controls experience is preferred.
A Master's degree in business / construction management / technical / engineering or a related area and 2 years of practical experience.
Bachelor's degree in business / construction management / technical / engineering or a related area and 5 years of practical experience would be considered equivalent. An
Associate's degree and 8 years of practical experience would be considered equivalent.
A high school diploma and 12 years of relevant experience would also be considered equivalent.
Candidate must demonstrate knowledge of DOE Order 413.3B and Earned Value Management (EVM) requirements and possess strong personal computer skills.
Requires considerable proficiency in the use of automated accounting, budgeting, cost management, and estimating systems as tools for performing required duties, (including Cobra applications).
Possesses practical experience in the use of the Site Business systems; including hands on experience with Primavera (P6), Excel, and Microsoft Word.
A working knowledge and understanding of project management and cost and schedule control at the tactical level is necessary, along with a knowledge of operations, maintenance, construction, and/or project startup and construction.
SKILLS OF PERSUASION:
Assess major organizational goals. Explain and teach the value of project controls in order to reach consensus with functional groups and develop an overall integrated plan.
Establish a high level of rapport with internal sources to obtain, coordinate and develop scope of estimate, costs, schedule and funding information. Negotiate workarounds and alternatives to resolve schedule and cost variances.
Develop review meeting presentations, conduct effective meetings, and be highly persuasive in focusing emphasis on meeting customer milestones and key customer deliverables.
External contacts and their purposes may include, design agencies to discuss design scope, drawings and estimates, vendors to obtain
pricing information and subcontract administrators to discuss terms, conditions, claims, etc.
