Edgewater Technical Associates LLC is seeking qualified candidates for a Senior Project Controls Specialist for an opportunity for our customer in Los Alamos, NM for the LANL Facility.
The selected candidate will be required to support and facilitate project controls planning and support for the Enhanced Capabilities and Subcritical Experiments (ECSE) Multi-Laboratory partner project.
Interface with partner sites on identified large projects led by LANL - with an emphasis on accelerators (NNSS, LLNL, SNL and LANL), in the development and maintenance of the Work Breakdown Structure (WBS), WBS Dictionary, Organizational Breakdown Structure (OBS), and Responsibility Assignment Matrix (RAM); ensuring integration and consistency to the greatest extent possible.
Execution of an Earned Value System ensuring compliance with the Laboratorys certified EVMS as-well-as the EIA-748C Guidelines.
Implementation and mentoring on EV processes and procedures and surveillance of required cost analysis and control activities.
Aiding Control Account Managers (CAMs) and Project Managers on EVMS requirements to ensure project is compliant with standard management practices.
Maintenance and support of an eCAM notebook.
Strategic Planning Support on projects managed by the NNSA and the knowledge/application of project management practices implemented by the Office-of-Science, which includes but is not limited to data gathering, management and analytical processes to predict, understand and constructively describe and/or influence outcomes of the project; through the communication of information in formats that assist management in decision making, setting priorities and tracking progress.
Minimum Job Requirements:
Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security
Advanced expertise in establishing methods and techniques in the successful execution of a wide range of cost estimating planning
Highly experienced developing a fully integrated resource loaded schedule
Assist technical management in developing resource requirements to support the project cost estimate
Analysis of the project schedule using critical path methodology
Manage/incorporate changes to the schedule and/or baseline
Generate performance measurement monthly reports for the management team
Interface with project technical staff to define scope of work, baseline changes, variance analysis, and implementation of corrective actions
Advanced understanding of EVMS for multi-partner projects, and Office of Science project management best practices
Present project data at project meetings or internal/external reviews
Perform project earned value data analysis, trend projections and develop metrics to analyze project performance
Support the development of/and deployment of new project techniques and tools
Travel to partner sites and aid in the implementation of EVMS to ensure consistency across the partner sites in reporting platforms, templates, etc.
Monitor with the projects decision maker the each partners progress against time and funding schedules ensuring compliance and anticipating and resolving gaps, such that the integrity of the EVMS is maintained
Minimize Laboratory risk by proactively employing necessary strategies designed to eliminate impediments to project execution
Ably and professionally represent the Laboratory within sphere of assigned work
Foster a mutually respectful work environment that is free from discrimination and harassment.
Expertise in: Primavera Project Management software (P6); scheduling theory, techniques and methodologies; cost estimating theory, techniques and methodologies; project management principles; Microsoft office products including Microsoft project; Netpoint and eCAM book
Strong interpersonal, communication and organizational skills
Desire Job Knowledge:
Previous or current project controls experience working on DOE scientific facility projects
Experience working in a certified Earned Value management System environment
Record of successful interactions working with the project lead/customer, management, DOE, regulators, group leaders, project managers, Laboratory organizations, and assigned project personnel
Maintains a working knowledge of other fields in business and finance, fostering cross-organizational teams
Previous or current experience working on National Security Programs
Bachelors degree required or equivalent combination of education and relevant experience.
5-7 years of finance, project controls or related experience required
Exercises independent judgment with minimal direction from supervisor
