Project Controls Change Specialist (1 in Lexington, KY on as need basis):

Position Overview

Under minimal general supervision, performs Project Controls job functions as assigned by management. This position is responsible for claims management and dispute resolution, proposal and REA development, on an as-needed basis. Responsibilities include, but are not limited to the following:

Development of Request(s) for Equitable Adjustment (REAs).
Development of delay and disruption claims.
Development of time impact analyses.
Development of certified cost and pricing backup in accordance with applicable FAR clauses.
Assistance to the management team with dispute resolution and claims planning matters on multiple tasks, including scheduling, delay and disruption analyses.
Preparation of project based tasks to include fact-finding to detailed analyses, quantification of delays and damages, economic modeling and strategy formation.
Demonstration of critical paths and consequent disruption, etc.
Development of the master schedules, liaison with work package and control account managers.
Demonstration of entitlement to equitable adjustment including a detailed narrative with support backup and justification(s).
Development of schedules using Primavera P6. ? Development of cost volumes using Deltek Cobra/
Preparation in anticipation for the defenses to counterclaims and advice regarding retrospective analyses, prolongation costs, disruption. NOTE: This position is required on an as-needed basis to assist with potential REAs and/or Proposal preparations. (This is not intended to be a full-time position).

Desired Qualifications

BA/BS degree in a related field and 1-5 years of related experience, or an equivalent combination of education and experience is required. Typical education with combined experience ranges from 5-9 years.
Strong PC skills to include Microsoft software; automated accounting and cost management systems
Experience using Primavera P6 and Deltek Cobra is required.
Strong interpersonal and communication skills Demonstrated expertise in the concepts of Project Controls, Cost Engineering, Scheduling, Earned Value Management and Estimating.
