We have leased an apartment for the PM and they will get M&IE AND per diem.

Seeking a full-time Project Manager to provide leadership to a large-scale radioactive and hazardous soil remediation project. The position will be primarily based on-site in northern Ohio. Travel and per-diem will be provided as needed.


Manage, coordinate, and administer the various aspects of the project including planning, engineering, procurement, construction / remediation, and contract close-out. Provide leadership in managing and executing the contract including development and maintenance of project baseline budgets and schedules, monitoring of progress against milestones, collection and evaluation of earned value metrics, tracking of project deliverables and milestones, allocation of project resources to tasks and activities, coordination of multiple subcontractors and vendors, and providing primary interface with the Federal client. Supervise development and maintenance of budgets and schedules, monitor progress, and initiate action to ensure project objectives and schedules are met and work is performed within budget.


Allocate project resources (labor, equipment, material) efficiently to execute work.Evaluate resource needs and adjust accordingly. Develop and manage the project team.[JW1]
Oversee the overall execution of the work.Ensure work is performed according to approved project plans, procedures and policies.Manage project team of up to 60 personnel and multiple on-site subcontractors.Coordinate multiple disciplines including: operations, safety, industrial hygiene, quality, engineering, transportation and waste management, radiation protection and other functional groups on the project, as well as contracts management .
Review and approve vendor / subcontractor invoices.Assist in preparation and review of prime contractor invoices. Facilitate customer review and resolve customer questions and comments on invoices.
Working with project controls and estimating, develop budgets and schedules for future work; lead / participate in negotiations with client; develop estimates to complete (ETC) and estimates at completion (EAC) for ongoing work.
Track and proactively manage change control on the project through internal and external change control processes.Develop schedules and budgets for proposed project changes (both work variance notifications and requests for modifications).Negotiate changes with client.Track actual costs for change against budgets
Conduct periodic project and customer meetings to review progress and discuss issues. Ensure problems involving coordination, schedule and priorities are resolved by the project teams
Prepare and/or direct the preparation of progress and special reports to client and North Wind management
Oversee subcontractor administration and management of subcontracted work and vendor activities
Manage project baseline schedules and budgets.Manage profit and loss for the project.Continuously evaluate progress against baseline schedules and budgets.
Collect, evaluate and report project earned value and production metrics.
Oversee the preparation of the Project Financial Status Reports (PFSRs) for the project.
Present status reports to management.Participate in periodic project review meetings (internal and external)
Monitor project schedule and financial performance.Proactively inform customer and North Wind management of issues, potential issues, and anticipated shortfalls.Monitor cash flow and available funding.
Prepare and/or oversee the preparation of project deliverables.Ensure deliverable and other project milestone dates are met.
Obtain customer's acceptance of the work.
Responsible for the preparation and submission of the final project report and prompt close-out of the prime contract.


BS degree in engineering, science or related field required.
MS degree in engineering, science or related field is preferred.
Ten (10) or more years of relevant project management experience
Current HAZWOPER, RADWORKER training
Certified Project Management Professional (Preferred)
USACE CQM Training (Preferred)


Demonstrated experience managing task order-based, cost-reimbursable projects with total budget of $100M or more and monthly spend of $1.5 - $2M.
Demonstrated ability to manage project teams of 50+ personnel and multiple subcontractors
Strong leadership and supervisory skills to include oversight and coordination of large technical, subcontractor, and craft labor teams
Thorough knowledge of and experience with environmental remediation, D&D and/or civil construction
Experience tracking project progress and planning activities with Primavera scheduling and Deltek Cost Point accounting software
Broad knowledge of industry standards and practices
Experience working with USACE and/or other government agencies; UMTRA or FUSRAP experience preferred
Demonstrated experience overseeing and integrating operations / construction, work control and planning, finance and accounting, project controls and scheduling, safety, radiation protection, quality, industrial hygiene, procurement, and engineering on complex projects
Knowledge of financial reporting, performance metric management, and profit & loss (P&L) management.
Operations or Management experience in remediation of large sites contaminated with radiological and hazardous components.
Experience overseeing MARSSIM-based final status surveys.
Experience managing and overseeing large-scale excavation projects.
Experience with remediation and management of HTRW.


Demonstrated ability to lead large project team and manage very difficult and complex projects monitor work, manage conflict, coordinate the activities of others, and take corrective action when necessary.
Demonstrated ability to interface with clients and manage expectations to ensure satisfaction.
Ability to supervise and integrate individuals into work activities from multiple disciplines (i.e., craft, technicians, health & safety, professionals).
Skilled in PC usage and associated software including MS Office (Word, Excel, Access and PowerPoint).
Ability to develop project schedules and budgets; Interpret progress schedules and cost accounting reports; Develop, evaluate and interpret production and earned value metrics;


A demonstrated advanced knowledge of applicable regulations, pertinent industry standards, and best management practices applicable to environmental remediation.
Ability to work overtime and travel as needed.
Experience in a DOE/DOD work environment.
Specific experience with decontamination & decommissioning, environmental remediation, waste management, or health physics/radiological control strongly desired.

Ability to work with and apply mathematical concepts including fractions, percentages, ratios, and proportions to develop practical solutions
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.


Ability to sit and/or stand for extended periods of time
Ability to walk, reach with hands and arms, talk, and hear
Ability to perform repetitive movements of the fingers, hands, wrists and arms
Ability to participate in physically demanding work while wearing personnel protective equipment including respiratory protection.
Medically qualified to wear a respirator.


Supervision Received:
Reports to and receives technical and operational guidance from the Program , Officer, and Regional Managers.
Supervision Exercised:
Provides direction to key project personnel
Interface Required:
Represents the principal contact with client and North Wind management throughout the duration of the project.
Maintains contact with management personnel from suppliers, subcontractors, and governmental agencies as appropriate.
Maintains management-level relationships with other participating entities responsible for performing services in connection with the project and with appropriate organizations in the community.
Ensures that all customer contact, including major correspondence and working relationships between North Wind and the client is maintained throughout the duration of the project.

While performing the duties of this job, the employee is exposed to normal office conditions when not in the field. The noise level in the work environment is usually moderate. When visiting site locations, employee may be exposed to radiological hazards, extreme weather conditions, loud noise, or be required to wear personal protective equipment and respiratory protection.
