EMERGENCY PREPAREDNESS SPECIALIST/ SCENARIO WRITER:

DUTIES:
Provide drill/exercise scenario design/development support for the Savannah River Nuclear Solution (SRNS) Consolidated Drill Team. Conduct the analysis, design, development, and approval of required nuclear facility operation’s drills and emergency preparedness drills and exercises in accordance with approved SRNS Manuals and guidance documents. General responsibilities include but are not limited to:
1) Conduct analysis and define the specific objectives/evaluation criteria to be included in the drill/exercise scenario.
2) Develop/revise scenarios that ensure proficiency of facility/site personnel and individual response teams (e.g., Radiological Control Operations, SRSFD, Medical)
3) Develop scenarios which provide the initiating event(s), significant event timeline, and supporting data, and incorporates applicable information into drill/exercise messages, contingency messages and supporting data forms
4) Ensure derivative classifiers review each scenario section for their area of responsibility and obtain required approvals.
5) Serve as a Controller/Evaluator in subject area of expertise during the drill/exercise
6) Coordinate with the appropriate scenario committee subject matter experts (engineering, operations, Radiological Protection Department [RPD], meteorology, Industrial Hygiene, Fire Department, the Protective Force Entity, etc.) as required, for specific data needs related to scenario design/development
7) Ensure a technical review of the scenario is conducted by peers and subject matter experts
8) Load facility specific data and Department of Energy Guide objectives/criteria into exercise development applications such as “Exercise Builder” and use application to develop scenarios and after-action reports

REQUIRED QUALIFICATIONS:
Education:
High School Diploma and minimum of eleven (11) years experience in emergency preparedness and/or nuclear facility drill and exercise scenario development,
or
Associate Science (AS) degree and minimum of seven (7) years experience in emergency preparedness and/or nuclear facility drill and exercise scenario development,
or
Bachelors of Science (BS) degree and minimum of three (3) years experience in emergency preparedness and/or nuclear facility drill and exercise scenario development.

Bachelors of Science (BS) Degree Preferred.

Experience/Skills:
Candidate shall demonstrate three (3), seven (7), or eleven (11) years experience in emergency preparedness and/or nuclear facility drill and exercise scenario development experience commensurate with education criteria.

Previous Savannah River Site or other DOE complex experience desired.

Experience in the design, development, and implementation of facility/emergency preparedness drills/exercises using applications/tools such as “Exercise Builder”.

Interpersonal skills to establish and cultivate positive working relationships and interfaces with both internal and external customers

Demonstrated knowledge of SRNS, and SRS operating policies, rules, and regulations desired.

Knowledge of Department of Energy Order (DOE O) 151.1D, Comprehensive Emergency Management System and DOE G 151.1-3, Programmatic Elements, Chapter 3, Exercises

Work Hours:
40 hour work week. SRNS utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each work day has a 30-minute lunch. On occasion, work may be required to support drills/exercises on off-shifts (nights/weekends).

Area Security Access:
An active DOE clearance is not initially required to perform assigned duties. Candidate must have the ability to obtain and maintain a DOE “L” security clearance. After award, the selected uncleared candidate, will be required to apply for a DOE clearance. Supplier shall possess an active “Verification of FOCI”.
