PROJECT CONTROLS ESTIMATOR

DESCRIPTION OF WORK:
Provide estimating experience, knowledge and analytical support to the program to help
assist the Vice President (VP), Managers, Control Account Managers (CAMs) and Program
Controls analysists in making good financial decisions relating to estimates on Reliability
Projects and other maintenance activities. There are no deliverables other than providing
good quality labor support as requested to the program. The estimator will work in a team
environment.
Duties include but are not limited to:
Prepare cost estimates at all phases of the project (predesign/study through
construction).
Perform straight forward to more complex estimating activities typical to the Hanford
Site.
Preform material takeoffs from design documentation.
Prepare detailed breakdown of labor, material, and equipment; and apply associated
costs and mark-ups.
Prepare bases of estimate (BOE), including estimate scope, method of development,
pricing utilized, labor, material and equipment rates, assumptions and exclusions, Etc.
Read and understand engineering and construction documents.
Support with contract negotiations may also be requested.
Manage multiple tasks and to work with a reasonable level of supervision.
Coordinate estimate kickoff meetings and communicate and interact effectively project
personnel and subject matter experts.
Assists project management and program controls with preparation of project
schedules.
May lead other estimators in the preparation of larger, more complex estimates.
Perform peer reviews (Estimate Check) for estimates prepared by other department
personnel.
Review project documentation to determine scope of work and scope changes from
previous project phases.
Participates in project meetings and job-walks as required.
Performs other responsibilities associated with this position as may be appropriate.
Support special projects as requested.
REQUIRED QUALIFICATIONS:
U. S. Citizen.
Secondary education in Engineering or Construction Management or related field, or journeyman level experience in a construction trade.
At least eight (8) years of construction estimating experience.
Proficiency in the use and application of Microsoft Office products such as Outlook, Excel, and Word as well as Success Estimator estimating software is desired.
Ability to follow company/department procedures and practices, as well as vigorously adhere to all Hanford, company, facility, and construction site safety requirements is required.
Ability to perform standard estimating activities typical to the engineering and construction industry, as well as experience using common estimating tools (RS means, CSI format, etc.) is required.
Ability to communicate with all levels of the organization, self-motivated, manage high work volumes and establish priorities.
Must possess high level analytical skills.
Ability to work in a team environment.

DESIRED QUALIFICATIONS:
Strong electrical cost estimating experience is a plus.
Previous cost estimating experience for projects at the Hanford site is desirable.
Good written and verbal communication skills, as well as familiarity with the Hanford site mission is preferred.
Knowledge of the DOE Hanford and MSA business policies and practices.
