This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of New and Renewed Licenses (DNRL), Corrosion and Steam Generator Branch (NCSG).
As a Materials Engineer, you will provide technical assessments of materials/mechanical behavior, irradiation effects, environmental effects, chemistry aspects of materials degradation, and structural mechanics issues of the industry's nondestructive evaluation (NDE) and in-service inspection (ISI) techniques, engineering analyses related to the effectiveness of NDE and ISI related to the structural integrity of components and systems used in nuclear power plants.
Duties include but are not limited to:
1. Performs the review and evaluation of the theory, principles and practices in the area of materials engineering as it relates to the application of materials engineering in nuclear facility design, fabrication, construction, analysis, testing, maintenance and operation. Assists regions in evaluation and dispositioning of inspection findings. Reviews operating experience and participate in the response to, and resolution of, operating events.
2. Confers with technical representatives of organizations having interests and responsibilities in the materials engineering aspects of nuclear power plants.
3. Prepares presentation materials and makes presentations on routine technical and regulatory subjects in assigned areas of responsibility.
4. Prepares response to questions or comments from public or other government agencies regarding issues in area of expertise.
SPECIALIZED EXPERIENCE is defined as experience that demonstrates knowledge of the design, construction, operation, inspection, and evaluation of nuclear plant components, structures, and facilities.
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge of the design, construction, operation, inspection, and evaluation of nuclear plant components, structures, and facilities to understand the value and impact of the requirements of proposed standards. (DOUBLE WEIGHTED)
Examples may include specific training, education and work experience that demonstrate your knowledge of overall engineering principles related to technical assessments of materials/mechanical behavior and structural mechanics issues related to the materials degradation and integrity of components and structures, used in nuclear power plants and/or spent-fuel storage containers. Examples may also include technical assessments of, or experience in materials/mechanical behavior, irradiation effects, environmental effects, chemistry aspects of materials degradation, and structural mechanics issues of the industry's nondestructive evaluation (NDE) and/or in-service inspection (ISI) techniques, engineering analyses related to the effectiveness of NDE and ISI related to the structural integrity of components and systems used in nuclear power plants and spent-fuel storage containers.
2. Demonstrated experience in participating in complex, highly technical reviews or tasks leading to issue resolution.
Examples may include relevant technical reviews or tasks that you conducted with a focus on identification of problem areas, emerging issues and processes used to achieve resolution, and your specific role in the review or task.
3. Demonstrated ability to work effectively with internal and external organizations on reviews or projects on a variety of subjects related to materials engineering.
Examples may include specific experience and accomplishments communicating effectively with individuals of diverse backgrounds in various organizations. Examples may also include your role and responsibilities in interfacing with other organizations to resolve problems and/or recommended solutions to these problems.
4. Demonstrated ability to communicate and present technical information clearly and effectively, both orally and in writing.
Examples may include experience, training, and accomplishments that demonstrate your ability to communicate and present technical information clearly and effectively. Examples may include oral presentations and/or written documents you prepared and the various levels of individuals for which presentations were made. Examples may also include where you have utilized skills in communicating complex technical issues to professional societies, peers, management, general public, governmental agencies, or others.

0806, Materials Engineering Series:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.
GG-1321, Metallurgy Series:
A. Degree: metallurgy or metallurgical engineering that included at least 20 semester hours in metallurgical subjects. OR
B. Combination of education and experience - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
