[Environmental Technician] TRS Technical Support

Technical Specialist will assess and summarize weekly and monthly TRS oversight activities (environmental compliance, nuclear safety, quality assurance, safety and health) and provide additional regulatory support to the Environmental Compliance Division (ECD) as needed to start-up and commission the Direct Feed of Low-Activity Waste (DFLAW) facility. The Technical Specialist will work closely with Environmental Compliance Division staff to assess air permit requirements and to evaluate the contractor’s implemented Dangerous Waste Program(s).

Principle responsibilities:
Provides specialized expertise to conduct investigations and studies.
Presents recommendations and solutions related to short-and long-range project issues.
Conducts daily tasks required to perform ongoing support to management with minimal supervision. Interfaces with management personnel, technical staff, and customer representatives.
Develops and enforces work standards, defines schedules, and reviews work quality.
Provides technical leadership and expertise.
Conducts large task orders, ensuring conformance to task specifications and contract provisions.
Classifies and summarizes data for preparation and submission of reports
Provide strategic solutions to emerging project challenges such as ongoing maturation of the contractor’s Dangerous Waste Program and interfaces between Tank Farms (TF), Waste Treatment Plant and Immobilization Project (WTP) and TRS.
Complete critical assessments of the contractor’s Dangerous Waste program as required to start-up and commission the DFLAW facility.
Coordinate oversight activities with ORP organizations and disciplines to ensure the necessary interfaces are in place.
Perform regulatory and programmatic reviews for adequacy and reliability; ensure compliance with established criteria and sound engineering principles; and identify omissions, discrepancies, inadequacies, and nonconformance with approved criteria.
Utilize project management skills to support TF and WTP in analyzing the DFLAW integrated schedule, effective risk management, cost and schedule assessment, procedural development, organizational management.
Coordinate and perform ECD oversight activities as needed to achieve readiness and start-up the DFLAW project. Oversight activities will evaluate the effectiveness of the contractor’s Dangerous Waste Program and adherence to the air permit.
Document oversight results within the Integrated Contractor Assurance (iCAS) database.
Brief TRS, TF and WTP management and Core Requirement owners on oversight results, technical issues, options for resolution, and facilitate decision-making.
Prepare weekly and monthly reports which document the effectiveness of TRS oversight activities (Environmental Compliance, Quality Assurance, Nuclear Safety, Safety and Health).
Maintain a regulatory correspondence log as needed to track, manage and complete ECD actions and activities.
Follow-up on TRS issues, adverse conditions, and other areas of concern
Participate in weekly coordination meetings.
Participate on Integrated Project Teams (IPT) as required.

Qualifications
Highly experienced in Environmental Compliance and permitting activities.
Working level knowledge of Safety and Health, Quality Assurance and Nuclear Safety related controls and requirements.
Working knowledge of DOE policies and procedures.
Working level knowledge of Hanford Site mission, activities and priorities.
Working level knowledge of DOE program and project management practices, policies, and procedures.
Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination.
Excellent communications skills.
A knowledge of MS Word, MS PowerPoint, and/or other MS Office tools

Education
BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively

Experience
Fourteen (14) years of directly applicable experience in providing technical or business support to management on projects.
