Sr. Project Controls Engineer I - III

SUMMARY:
TFE is seeking a Sr. Project Controls Engineer I - III to provide support for one of our clients. Responsible for providing the tools and systems necessary to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution and completion. Tasks may include the preparation and control of baseline detailed and integrated summary schedules and milestones; preparation and control of baseline time-phased budgets; cost control and earned value performance measurement including the Budgeted Cost of Work Scheduled (BCWS), Budgeted Cost of Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and to DOE and stakeholders

JOB KNOWLEDGE:
1.Exhibits an exceptional degree of ingenuity, creativity and resourcefulness.
2.Applies and/or develops highly advanced principles, theories and concepts. Viewed as expert within field.

REQUIRED QUALIFICATIONS/JOB DUTIES:
1.Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 10-12+ years of related work experience; or equivalent combination of education and directly relevant work experience preferred.
2.Project Management Professional Certification desired.
3.Working independently, has basic responsibility for providing administrative and/or technical direction of Project Controls activities.
4.Responsible for defining, developing, acquiring, training, implementing, integrating, maintaining, and auditing the methods, techniques, standards, guidelines, procedures, and tools to support the desired level of information and reporting for project control and management visibility as needed on projects, from proposal through execution and completion.
5.Depending on the size of the project, the individual will act independently, or will direct, as an area controls team leader, a portion of the controls staff, or as controls team leader, a staff of other project controls individuals, in the performance of functional activities to support and maintain project information requirements for the purpose of control and management visibility.
6.Perform cost engineering, analysis and control, schedule development, maintenance, and monitoring activities.
7.Support project organizational and administrative activities when delegated.
8.Provide guidance to Project Managers and Project Team members on Project Controls issues.
9.Prepare monthly job man-hour and cost reports for comparing budget and actual data on projects.
10.Enter the costs and man-hour estimates into the performance monitoring system for projects.
11.Analyze trends and problems in relation to cost and/or schedule data.
12.Prepare cost-trend estimates and assist in the preparation of change orders for projects.
13.Prepare and status project schedules in Primavera Project Planner.
14.Review and verify schedule status based on project team and subcontractor input for actual progress.
15.Prepare Monthly Progress Reports and presentations that include descriptions of activities completed and analysis of updated schedules.
16.Work with project team members to analyze problems and recommend solutions.
17.Develop, maintain, and control integrated baselines.
18.Prepare budget request documents to include opening of project cost codes and providing subcontract accrual data.
19.Review time charges against projects and coordinate corrections as necessary.
20.Prepare, analyze, and present cost, estimating, planning, scheduling, and performance information to management.
21.Support management team at meetings, i.e. Project Performance Reviews, Project Status Reviews,
22.Monthly Status Reviews, Life Cycle Baseline meetings, funding meetings, and misc. data calls.
23.Support internal, DOE, I.G., and GAO audits as required.
