Our client is looking for a Subject Matter expert to support Engineering Services programs.
Perform alternative/decision analyses in support of individual programs and projects. Alternative solutions shall be developed and evaluated utilizing a structured decision analysis method.
Advise SRNS engineers and managers working with the subcontractor employee on how to improve their techniques in the fields of program/project management and systems operations.
Perform requirements analyses in support of individual programs and projects. Performance, functional, and interface requirements and constraints shall be determined, requirements trade-offs shall be conducted, and impacts of each alternative shall be developed. Requirements and constraint conflicts analyses shall be performed, and resolutions recommended in writing.
Perform functional analyses in support of individual programs and projects and for site-level integration. Functions will be subdivided to the level specified, and performance requirements will be assigned to functions. The Subcontractor shall define, refine, and integrate functional architectures.
Develop process description documents that establish the process to be used by organizations to conduct project/program management and/or systems operations. These processes shall conform to the project management and systems operating standards as required by procedure.
Develop and establish a set of metrics for performance monitoring of program/project activities.
Perform review and provide recommendations on engineering plans and products.
Develop program, project, and/or task management implementation plans.
Develop overall interface flowsheet, including engineering, technical and regulatory assumptions.
Support development of briefing and communications materials.
Provide recommendations on technical and management approaches to work execution.
Integrate documentation specific to the applicable NNSA Capital Projects.
Report status weekly to the NNSA Capital Projects - Manager, Engineering Programs, assist communication of status/results associated with subcontractor deliverables, and resolve issues as directed by assigned Project Engineering Maangers, depending upon the projects being supported.
PhD or master's degree with specialized training or bachelor's degree with extensive specialists training applicable to special needs of the task or professional certification.
30 or more years of experience; 20 or more in an executive role or highly specialized area applicable to the special or unique needs of the task; recognized as a national leader in applicable subject matter.
Typical duties: expert advice in highly specialized area of organization management and/or project management. Personnel shall have demonstrated experience solving technically complex challenges through engineering, innovation, and science.
Ability to obtain and maintain a DOE clearance is required.
