The Project Manager position will implement and lead programmatic project controls and assist in establishing LANL policy(s) regarding project management on programs and projects.
Project Manager shall support Project Controls, Engineering, and Programmatic infrastructure development. This position provides leadership and oversight within the Los Alamos National Laboratory Programmatic organization. Must possess at least 20 overall years of comprehensive project management or project controls experience and at least 5 years direct technical lead or management experience in scheduling, planning, Earned Value Management, progress reporting, and program oversight. Must be expert with Primavera products and EVMS packages. Must possess an active DOE Q clearance; BS degree in engineering or related field; and a Project Management Professional (PMP) certificate. Must have experience in DOE and NNSA programs; knowledgeable on DOE Orders and Guides related to Project Management and EVMS; and knowledgeable of the NNSA 6.X Weapons Lifecycle.
Extensive experience leading large organizations/projects/programs with significant fiscal and programmatic responsibilities. Extensive experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost and variance analysis. Certified Cost Engineers will be given preference. Must have advanced experience with strategy, development, negotiation, and definition of program scope, in accordance with Laboratory missions and priorities. Ability to apply expert knowledge in strategic planning, execution, evaluation, and reporting program mission. Experience in negotiating, authorizing, and directing the use of resources to meet work scope, schedules, budgets, and program goals.
Ability to maintain partnerships and strategic relationships with internal and external stakeholders and operating programmatic organizations. Demonstrated experience and the ability to build and grow internal relationships and effectively team across multidiscipline organizations. Demonstrate experience interacting effectively with all levels of Laboratory personnel, federal management, and DOE sites.
