Classification and Information Control Program (CICP) Specialist I - III
Grade 24-26


SPECIAL JOB REQUIREMENTS

Must have an active Q-Clearance

GRADE LEVEL/SPECIALIST LEVEL QUALIFICATIONS PRESENTED BELOW:

CICP Specialist I
Grade 24

Required Education/Experience
• Bachelor's degree (Security Management, Criminal Justice, Engineering, or information-related major preferred) plus 8 years of related experience required, or equivalent combination of education and experience.
• With an Associate’s degree, 12 years of related experience is required, or
• With a High School Diploma, 16 years of related experience is required.
• Experience should be related to document reviews, procedure writing, safeguards and security, etc.
• Active DOE Q clearance.

Specific Responsibilities
• Provides direction in matters dealing with sensitive information (classified or controlled unclassified information).
• Provides guidance to staff who have requested review-and-approval actions on UCOR documents.
• Interfaces with all levels of staff (management, employees, HQ, etc.) to ensure consistency and integration of information control policies, procedures, and practices across all Corporation elements and locations.
• Reviews, approves and publishes relevant plans, policies, procedures, guidelines, schedules, and status reports, as appropriate.
• Maintains current knowledge and level of expertise on unclassified controlled information (CUI) rules, regulations, and guidance from the Information Security Oversight Office (ISOO) of the National Archives and Records Administration (NARA), through ongoing participation in training, discussions with Classification and Information Control Office (CICO) manager, meetings, seminars, government consultations, etc.

Required Skills
• Ability to follow directions and follow procedures.
• Proven organizational and planning skills.
• Excellent analytical skills to handle complex issues where analysis of situations or data requires in-depth evaluation of variable and technical factors.
• Must have practical experience and be proficient in software applications such as MS Office (Word, Excel, and PowerPoint) and MS Outlook.
• Strong written and verbal communication skills.


CICP Specialist II
Grade 25

Required Education/Experience
• Bachelor's degree (Security Management, Criminal Justice, Engineering, or information-related major preferred) plus 10 years of related experience required, or equivalent combination of education and experience.
• With an Associate’s degree, 14 years of related experience is required, or
• With a High School Diploma, 18 years of related experience is required.
• Minimum of four years of experience in a handling sensitive information or document reviews.
• Minimum of four years of experience at sites where UCOR is active (i.e., ORNL or Y-12).
• Active DOE Q clearance.

Specific Responsibilities
• Provides direction in matters dealing with sensitive information (classified or controlled unclassified information).

• Ability to determine methods and procedures on new assignments and provide guidance to other personnel as necessary.
• Knowledge and understanding of classification and CUI best practices, policies and procedures.
• Knowledge of the databases and electronic systems required to implement regulations.
• Must have practical experience and be proficient in software applications such as MS Office (Word, Excel, and PowerPoint) and MS Outlook.
• Strong written and verbal communication skills.


CICP Specialist III
Grade 26

Required Education/Experience
• Bachelor's degree (Security Management, Criminal Justice, Engineering, or information-related major preferred) plus 12 years of related experience required, or equivalent combination of education and experience.
• With an Associate’s degree, 16 years of related experience is required, or
• With a High School Diploma, 20 years of related experience is required.
• Minimum of four years of experience in a handling sensitive information or document reviews.
• Minimum of four years of experience at sites where UCOR is active (i.e., ORNL or Y-12).
• Active DOE Q clearance.

Specific Responsibilities
• Provides direction in matters dealing with classified and controlled unclassified information (exchange, or the release of materials, equipment or technology, etc.).
• Provides guidance to staff, in consultation with appropriate program management oversight organizations regarding CICO reviews, procedures, and related matters.
• Interfaces with all levels of staff (management, employees, HQ, etc.) to ensure consistency and integration of export control policies, procedures and practices across all Corporation elements and locations.
• Reviews, approves and publishes relevant plans, policies, procedures, guidelines, schedules, and status reports, as appropriate.
• Reviews documents for release to other entities according to relevant UCOR procedures.
• Knowledge and understanding of classification and CUI best practices, policies and procedures.
• Maintains current knowledge and level of expertise on unclassified controlled information (CUI) rules, regulations, and guidance from the Information Security Oversight Office (ISOO) of the National Archives and Records Administration (NARA), through ongoing participation in training, discussions with CICO manager, meetings, seminars, government consultations, etc.
• May served as a lead/manager for other CICP Specialists.
