Senior Export Management and Compliance Program (EMCP) Specialist I (Manager)
Grade 27
Full-time – Exempt

SPECIAL JOB REQUIREMENTS

Q Clearance required.

Certification in Export Compliance (EAR/ITAR) preferred.

REQUIRED EDUCATION / EXPERIENCE

• Bachelor's degree (Trade, Security Management, Criminal Justice, Business, Education preferred) with 12 years of related experience required, or equivalent combination of education and experience.
• With Associate’s degree, 16 years of related experience is required, or
• With High School Diploma, 19 years of related experience is required.
• At least 3 years of experience directly involving leadership such as supervisor, manager, or lead role.
• Certification in Export Compliance (EAR/ITAR) preferred.
• Active DOE Q clearance.

SPECIFIC RESPONSIBILITIES

• Serve as the expert and primary point of contact for advice, resources, education, and coordination of export control compliance. This includes regular technology and research project screening activities, as well as education and outreach about export control regulatory compliance and related topics. The Export Compliance Officer will conduct regular small group sessions and facilitate seminars as appropriate.
• Identify needs for enhancement to the Export Management and Compliance Program (EMCP) to strengthen performance at all operating levels and determine how to best utilize available resources to meet those needs.
• Prepare and deliver ongoing training for staff and management, including Export Control Liaisons and members of other organizational areas (e.g., Purchasing, Property, Shipping, and User Facilities, as well as Operations staff).
• Assist with internal and external assessments of the EC Program, including risk assessments and EC Program compliance audits.
• Provide leadership and influence with peer groups, (e.g., UC Export Control Workgroup).

REQUIRED SKILLS

• Demonstrated ability using professional concepts and objectives to resolve complex issues in creative and effective ways.
• Excellent analytical skills to handle complex issues where analysis of situations or data requires in-depth evaluation of variable and technical factors.
• Ability to determine methods and procedures on new assignments and provide guidance to other personnel as necessary.
• Direct experience-making export control determinations, applying for licenses, and communicating with federal agencies.
• Knowledge of the databases and electronic systems required to implement regulations (e.g., Visual Compliance, DS- 4076 CJ Determination Form, SNAP-R, D-Trade).
• Must have practical experience and be proficient in software applications such as MS Office (Word, Excel, and PowerPoint) and MS Outlook.
• Strong verbal communication and written skills.
