[Project Controls] Quantitative Risk Modeler/Analyst

The purpose of this position is to provide Project Controls and Estimating support to Fluor-BWXT Portsmouth LLC (FBP; herein referred to as FBP or the Company) for the Decontamination and Decommissioning (D&D) of the Portsmouth Gaseous Diffusion Plant (PORTS).

Job Duties and Responsibilities

The specific work assignment includes duties or activities that assist and support project and functional management in one or more of the following areas:

Quickly understand and apply FBPs Project Control system, departmental work processes, guidelines, and procedures. Implement earned value management (EVM) principles in accordance with FBPs Project Management Control System Description (PMCS) and implementing guides, policies, and procedures.
Apply the principles of Work Breakdown and Organizational Breakdown Structures and Project/Cost coding to schedule and cost data to ensure that the data is correctly and consistently entered and utilized in the Project Controls System. Understand, maintain, and develop, as required, the Work Breakdown Structure (WBS) and Organizational Breakdown Structure (OBS).
Ensure work scope aligns with the approved project Work Breakdown Structure and Organizational Breakdown Structure and applicable cost and accounting coding.
Develop baseline and forecast schedules, status physical progress, and maintain schedule control. Update schedule progress (physical work progress) and forecasts activity start and finish dates and labor and non-labor resources to complete. Determine earned value in units/dollars. Develop quantifiable backup data in support of earned value.
Generally, ensure proper cost control, tracking, and cost accounting for project cost and work scope alignment with the approved project Work Breakdown Structure and cost coding. Perform cost reconciliation for cost reporting systems and indirect cost analysis.
Prepare Estimates to Complete (ETCs) and Estimates at Complete (EACs). Accumulate and compile accurate cost data to prepare the project budgets and updates to the project cost forecasts.
Required to use Primavera P6, Deltek Cobra, and MS Office
products to fulfill project controls duties and responsibilities.
Prepare and/or review and approve purchase requisitions for material and subcontracts. Prepare baseline change proposals. Prepare cost corrections. Review and analyze expenditures and commitment detail for material purchase orders and subcontracts to develop cost accruals.
Provide centralized administration of Cobra and Primavera P6 files. Provide services, to include but not limited to, schedule status and estimate to complete integration between scheduling and cost (EVM) tools. Perform data quality and integrity checks and monitor health of project controls data and schedule health metrics.
Collect data, input updates, and produce cost and schedule.

Support Control Account Manager (CAM) in the analysis and reporting of variances. Analyze variances in cost and schedule performance against the baseline, and collaborate identify problems, determine their root causes, assess impacts, and recommend solutions or recovery plans to cost impacts or schedule delays. Recommend proposed mitigation or corrective action plans to the CAM. Analyze current schedule/cost trends and identify potential problem areas. Identify trends and deviations to cost and schedule performance, impacts, and recommend corrective actions.
Assist Control Account Managers in the development of control account execution plans, Work Breakdown Structure dictionary definitions, and earned value methods and earned value techniques. Develop and implement baseline changes in accordance with FBP- approved change control process.
Interface with internal and external clients, auditors, vendors, and Develop Life Cycle scope, schedule, and cost estimates in support of the Portsmouth D&D Lifecycle Plan. Support the development of responses to DOE funding scenarios and other what-if exercises.

Coordinate and participate in internal and external audits.
Coordinate the review of Project Risk with management and provide status reporting. Perform qualitative and quantitative risk analyses.
May serve as a control team lead on projects and provide direct supervision to a small team of Project Controls personnel.
May assist in the development of departmental cost control,
scheduling, and earned value management procedures and guidelines.
On an as-needed basis, provide expertise for project controls and earned value management systems software and processes, development, testing, implementation, and operations. Provide troubleshooting for integrated cost and schedule system software.

Qualifications and Experience

BA/BS degree in a related field and 11 years of related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 11-15 years or more.
Strong knowledge of statistical techniques and quantitative /risk modeling skills (i.e., integrated schedule and cost risk analysis) are required.
Significant and demonstrated experience in Primavera Risk Analysis (PRA) is essential/required; demonstrated experience in Safran Risk is a plus.
Extensive experience using Primavera P6 and strong PC skills to include Microsoft software (e.g., Excel, Access, etc.) are required; Deltek Cobra experience is a plus.
Knowledgeable in DOE Order 413.3B and the GAO Schedule and Cost Estimate Assessment Guides.
Strong interpersonal and communication skills; ability to explain complex risk topics to a general audience is essential.
