E2 Consulting Engineers, Inc. The Project Manager plans, executes, and finalizes projects at NASA installations near Cleveland, OH according to deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle. The position will have proven leadership skills, ability to perform budgetary analysis and effectively track this information and then communicate it to the government.

Job Duties and Responsibilities

Direct and manage project development from beginning to end.
Define project scope, goals and deliverables that support business goals in collaboration with senior management, stakeholders, and the federal government client.
Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
Effectively communicate issues, roles, and responsibilities with all project stakeholders on an ongoing basis.
Estimate the resources and participants needed to achieve project goals.
Draft and submit budget proposals and recommend subsequent budget changes when scope changes have been approved.
Determine and assess need for additional staff and/or consultants and make the appropriate recruitments as needed throughout the project.
Set and continually manage project expectations with team members and other stakeholders.
Delegate tasks and responsibilities to appropriate personnel.
Identify and resolve issues and conflicts within the project team.
Identify and manage project dependencies and critical path.
Develop and deliver progress reports, proposals, requirements documentation, and presentations.
Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
Build, develop, and grow any business relationships vital to the success of the project.
Develop a learning organization by conducting lessons learned reviews and ensuring recommendations are implemented to correct unsuccessful project elements.
Proven ability to interface with both corporate and Government officials.

Qualifications and Experience

EDUCATION and/or EXPERIENCE

Bachelor of Science degree in applicable field and 5 or more years of experience managing research facilities, base operations, or equivalent.

Must be able to read, analyze, and interpret contracts, technical procedures, or governmental regulations. Ability to define problems, collect data, establish facts, and draws valid conclusions.
Must be able to interpret an extensive variety of instructions and deal with several abstract and concrete variables. Must have strong strategic and analytical skills and sound business judgment.
