Spectra Tech has an immediate need for a Project Controls Engineer in Oak Ridge, TN.

Role Overview:
Supports project controls team in monitoring, tracking and planning scope for the project.
Performs planning and schedule development for activities that will support the Projectís Integrated Master Schedule for the E-P-C and Startup functions.
Identifies, analyzes, and provides innovative solutions to planning/scheduling problems.
Primary focus of the position will be construction, procurement and Startup, including planning new scope, reviewing task logic and sequencing, resource usage, cost analysis and quantity tracking.

Principle responsibilities include but are not limited to:
Works cost and schedule development for the project execution plans.
Performs project schedule analysis and identifies potential problem areas to determine criticality of schedule activities.
Recommends alternatives for schedule improvement to team for discussion and/or decision.
Updates schedule progress and conducts analysis using the Earned Value Management Systems (EVMS) suite of tools.
Performs Earned Value and Staffing Analysis at the Work Package and P6 activity level.
Supports Trends and baseline change proposals as required.
Coordinates with team members to develop, maintain and support Work Breakdown Structure (WBS) and WBS Dictionary.
Evaluates quantities and schedule logic for assigned functions and departments.
Prepares schedule and quantity progress and performance reports.
Ascertains that the correct scope of work is reflected on all schedules.
Integrates inter-discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties.
Works with the performing organizations and units to coordinate work sequences with total project plan.
Develops quantity release and installation curves. Reviews and evaluates quantity records to ensure total quantities are represented for assigned disciplines or specialties.
Develops required job hour expenditures.
Performs quantity and manpower resource loading for assigned schedules.
Assists in making leveling decisions.
Determines inter-discipline constraints or interfaces that define activity sequences.
Works with performing organizations and units to coordinate work sequences with the total project plan.
Reviews schedule data, and identifies and acquires information needed to complete work logic including interfaces between functions.
Determines critical-path activities for projects, and identifies significant activities supporting inter-discipline requirements.
Develops and monitors short-term (2-4 week) execution schedules.
Monitors schedule deviation for assigned functions including subcontractor submittals, and recommends corrective action/workaround solutions for project considerations.
Develops and writes the schedule commentary that appears in the monthly progress and similar reports.

Minimum Qualifications:
Familiar with Critical Path method scheduling and corresponding concepts.
Skilled in oral and written communication.

Bachelorís degree from an accredited university plus a minimum of 6 years of relevant experience or, in lieu of a degree, must have over 12 years relevant experience.
Bachelor's degree from an accredited university plus a minimum of 10 years of relevant experience or in lieu of a degree, a high school diploma or equivalent and a minimum of 15 years of relevant experience.
Must be a U.S. citizen.
Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
Must be able to obtain site security badge for access to work site.
