Spectra Tech has an immediate need for a Business Specialist 3 in Los Alamos, NM.
Position Summary:

The Business Specialist position will provide support to all company functions. Business Operations Integration is a comprehensive digital strategy that enables the integration, automation and optimization of key business processes that connects all company functions.

This position will have responsibility for all functions related to EVMS compliance and Baseline Management on the company contract. The successful candidate will work with limited supervision/day to day direction. They are self-motivated and create an environment, which fosters teamwork. They are seen as a resource for both internal and external customers.

Essential Duties/Responsibilities:

Under minimal supervision, provides business services support to senior level managers and project managers in coordination with all Business Services functions.
Provides baseline estimating support to managers and Business Services office.
Develops, implements and maintains detailed execution-year task plan resource- loaded schedules and integrated program- level life cycle resource-loaded schedules.
Supports project managersí earned value management analysis and variance reporting requirements.
Prepares project cost estimates and change control documentation for manager reviews.
Participates in planning meetings and communicates cost and schedule issues to project team members.
Develops and maintains project cash flows for budgets and actual costs.
Ensures that employees are billed at correct rates and are properly transferred between contracts, if applicable.
Works with Business Services accounting to provide thorough reviews of company invoicing and fields questions from technical reviewers on invoice charges.
Ensures that deliverables and financial reports are being submitted as required by the customer contract; tracks and monitors subcontract deliverables.
Maintains on site project contract files for each subcontract agreement; ensures that all relevant discussions and/or negotiations are documented.
Provides consistent and responsive interface between projects and Business Services functions, ensuring that all relevant discussions and/or negotiations are documented.
Solicits feedback from project managers and Business Services management to ensure optimal functionality (correct charge codes, period of performance, etc.) and timeliness of responses.
Track funding allocations for subcontracts to ensure that contract funding levels are not exceeded in dollars or hours.
Maintains auditable on-site files ensuring that organizational conflict of interest, representational conflict of interest, representations and certifications, and confidentiality agreements are in place.
May lead certain aspects of a task or project.
May train and mentor more junior staff.
Minimum Qualifications:

Advanced understanding of principles, concepts, and techniques in business aspects of government contracts and projects.
Skill and ability to perform complex professional tasks independently, and to analyze and develop innovative solutions to problems.
Demonstrated experience recommending approaches for new or improved processes.
Ability to work with broad objectives, with latitude to determine the best way to accomplish tasks.
Ability to lead certain aspects of a task or project.
Ability to train and mentor more junior staff.
Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
Education and Experience Required:

Bachelor's degree in Business or related field, or equivalent, and at least 6 yearsí experience.
Familiarity with Earned Value Management concepts and with Federal Acquisition Regulations (FAR). Microsoft Word and Excel required and understanding of Deltek or similar accounting software. However, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the positionís duties and responsibilities have been adequately demonstrated is acceptable. Education Equivalency: 2 years of relevant experience for 1 year of college.
Business Associations:

Represents the organization as the prime contact on contracts and projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

Specific vision abilities required by this job include close vision and distance vision. The noise level in the work environment is usually quiet to moderate.
