Spectra Tech has an immediate need for a Project Manager 4, Non-Supervisory (Field Execution Technical Lead) in Los Alamos, NM.
Seeking a Project Manager with excellent communication skills, a professional manner, and multi-tasking ability to join company's RCRA Remediation team. This position fills the role of a Field Execution Technical Lead (FETL).
The successful candidate will ensure all field activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Interprets, recommends, and complies with environmental, health and safety regulations and/or company policies.
This position reports to the RCRA Remediation Director.
Essential Duties/Responsibilities (include, but are not limited to):
Leads the execution of subcontracted environmental remediation efforts and assists the Project Manager in the planning and subcontracting of the environmental remediation efforts.
Serves as the technical liaison between the Project Manager and the subcontractor.
Serves as the project field execution technical point of contact for the subcontractors.
Serve as the Subcontractor Technical Representative (STR) for assigned subcontracts.
Using the Statement of Work developed by the Project Manager, work with the Subject Matter Experts (SMEs) to develop the environment, health and safety, quality and security requirements for the Request for Proposals and subsequent subcontract.
Coordinate subcontractor over sight and surveillance with program SMEs to ensure subcontractor compliance.
Along with the Subcontract Administrator is responsible for the proper and effective management of the subcontract and subcontractor.
Technical lead for subcontractor request for information, request for equitable adjustment and documented change order processes.
Work through integrated project teams including the regulatory support organization to identify and implement the appropriate path to achieve regulatory closure of each site.
Extensive experience performing environmental remediation projects.
Prepare for and lead project meetings.
Provide technical leadership and expertise specifically in the subject matters related to RCRA environmental site characterization and remediation.
Support development and review of project documents.
Support project Preparedness Reviews for subcontracted activities.
Support the Project Manager with environmental project reviews.
Manage quality methodologies and utilize quality tools to help drive continuous improvement.
Perform other duties as assigned.
Minimum Qualifications (Knowledge, Skills, Abilities):
Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques of project management in specified areas of engineering, science or related disciplines.
Skill and ability to perform critical strategic tasks and to interpret broad strategic and technical requirements and develop and execute plans to satisfy them.
Ability to manage Subject Matter Experts and be responsible for contractual STR obligations over multiple projects.
Extensive experience in leading integrated project teams and stakeholders to implement the appropriate path to achieve regulatory closure of each site.
Excellent technical leadership and expertise specifically in the subject matters related to RCRA environmental site characterization and remediation.
Excellent writing and planning ability to develop and review project documents.
Excellent coordination and communication skills to support project meetings with EM-LA, regulators, and other stakeholders.
Effective interpersonal skills (e.g., ability to lead a team, work as part of a team, communicate effectively, work/interact effectively and amicably with people from diverse backgrounds and cultures and with diverse personal attributes).
Effective communication skills (i.e., ability to present ideas effectively in formal and informal situations and convey thoughts clearly and concisely, both orally and in writing).
Strong organizational, time management, attention to detail, with the ability to exercise independent judgment.
Ability to train and mentor other staff.
Proficient in MS Office to include MS Word, Excel, and PowerPoint.
Education and Experience Required:
Bachelorís degree in Environmental or Civil Engineering, Geology, Geochemistry/Hydrology, or other appropriate related technical discipline with at least 10 years of relevant experience. However, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the positionís duties and responsibilities have been adequately demonstrated is acceptable.
Represents the organization as the prime technical contact on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations.
Working Conditions and Physical Requirements:
Physical requirements conducive to a normal office environment. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. May spend time in the field gathering data and monitoring environmental conditions firsthand. Field activities may require working in unfavorable weather conditions.
