Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Role Overview:

The Project Controls Planner is responsible for development and maintenance of complex project plans and schedules within established planning and scheduling processes that comply with certified EVMS standards and corporate requirements. The Planner will perform complex schedule analysis on challenging project execution issues and make recommendations to the project team. The Planner will have an innovative approach to completing their work.

Job Duties and Responsibilities

Independently develop and maintain achievable, resource loaded, logic driven project schedules that integrate Engineering, Procurement, Construction, Start-up and/or Operations work scope into a total project plan that meets the project’s delivery objectives, including:
Long-term summary level plans that support development of effective execution strategies
Mid-range tactical delivery plans that support interdisciplinary coordination within an effective planning horizon
Near-term detailed work plans that support task level planning and day-to-day workface coordination
Understand the project scope and schedule objectives and work with all departments to incorporate logic in the schedule that accurately reflects interactions, dependencies, and interdisciplinary interface constraints, including identification of key interfaces with internal and external entities (customer and sub-contractors)
Maintain the current schedule for assigned area of the project that provides accurate and reliable status and forecast information to the project execution team
Ensure assigned areas of the project schedule meet established requirements for compliance with the Projects Certified EVMS and applicable processes and procedures, including use of mandatory code field parameters, resource dictionaries and calendar settings, and maintaining configuration control of the baseline schedule, WBS, and WBS Dictionary in accordance with the authorized scope of work
Conduct working and management level schedule meetings – both routine and special purpose as requested by management.
Produce both routine and special purpose schedule reports and associated analysis, including:
Progress, performance, and variance analysis reports
Critical path, near-critical path, logic network and float analysis reports
Schedule data quality and integrity analysis using both manual processes and packaged software applications common in the industry
Quantity release, delivery, and installation curves
Craft and non-manual staffing curves
Support schedule risk analysis and promote understanding of schedule risk exposure using a combination of management judgment and results from Monte Carlo risk analysis software
Lead the development and review of schedule improvement and/or recovery plans, including evaluation of additional resources/costs required to effect such plans, and recommending alternatives for schedule improvement to project team for discussion and/or decision.
Support the project’s baseline change control process with development of “what-if” schedules and baseline change proposals.

Qualifications and Experience

Basic Qualifications:

Grade 26 must possess at least a BS/BA degree in Engineering, Business or Construction/Project Management from an accredited university with at least 10 years of relevant experience or, in lieu of a degree, must have over 15 years of directly related professional experience.
Grade 27 must possess at least a BS/BA degree in a relevant field from an accredited university with at least 13 years of relevant experience or, in lieu of a degree, must have over 19 years relevant professional experience.
Must be a U.S. citizen.
Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
Must be able to obtain site security badge for access to work site.

Minimum Qualifications:

Planning and scheduling experience using Primavera P6 software on major EPC projects
Knowledge of engineering, procurement, construction, and/or startup work processes typically performed on major construction projects
Knowledge of project management practices used in the major construction industry customarily acquired through specialized instruction or practical experience over time
Knowledge in the use of Microsoft Office and other standard industry productivity software tools
Excellent oral and written communication skills, organizational skills, and attention to detail
Demonstrated ability to work independently and as part of team to meet project requirements

Preferred Qualifications:

Planning and scheduling experience on DOE or DOD projects with a certified EVMS
Planning and scheduling experience on construction projects through all phases of execution, including both direct hire and subcontract schedule management, and planning for start-up and transition to operations efforts
Flexibility to respond to urgent project requests and/or changing priorities
