Position Summary

While working to achieve company objectives, the Oversight Project Manager ensures all activities and operations are performed in a safe and deliberate manner; maintains required safety, security and operational training; assures procedural and regulatory compliance; and makes safety, security and quality an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

One Oversight Project Manager will support Monitoring and Compliance of Groundwater and Surface/Storm Water activities  
One Project Manager may support other ER activities including soil characterization and remediation.

They will be responsible for supporting ER and could be assigned specifically to either the Water Program Oversight Office or the RCRA Remediation Program in oversight of subcontractors’ execution of multi-million dollar subcontracts, perform Cost Account Management functions, supervise support personnel, and provide input to the ER Program Support Manager in support of change control requirements.

This position requires creativity and flexibility to meet new challenges and the expertise to apply appropriate solutions efficiently.


Essential Duties/Responsibilities (may include, but are not limited to):

Advises management of the status of work in progress, disruptions that affect schedules and costs, and evaluating estimates of services to ensure they are at an optimal cost.
Supports modifications to scopes of work to evaluate completeness and accuracy in coordination with Program/Project Managers.
Supports evaluation of need for changes, in coordination with the ER Project Integration Manager and Technical Lead(s) and reviews subcontractor documentation in support of the change control process.
Provides input to subcontractor performance evaluations and assessments.
Working with STR and SMEs as requirements change to ensure subcontract documentation is updated as required concerning environment, health and safety, quality and security requirements.
Supports oversight of performance within the terms of the subcontract.

Minimum Qualifications (Knowledge, Skills, Abilities): 

Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in project management involving environmental services, hazardous waste management services, remediation services, and/or ecological services
Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them
Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment
Ability to communicate effectively at the highest levels
Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally
Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
