Duties

This position is located in the Office of Nuclear Regulatory Research (RES), Division of Systems Analysis (DSA), Radiation Protection Branch (RPB).

As a Health Physicist, you will serve in the areas of radiation protection, health effects, risk assessment, reactors, decommissioning, and dose consequence analysis. You will have responsibility for defining and developing needs, interfaces and resources for regulations and supporting guidance associated with the possession, use, transport, transfer, and disposal of byproduct, source, and special nuclear material and you will serve as a focal point for the development of NRC research programs to develop and validate computer codes used in health physics calculations.

Duties include but are not limited to:

1. Leads research programs in radiation protection and health effects for use as the technical basis for the regulatory framework and for reactor, materials, waste and security licensing decisions. Identifies resources and develops supporting documentation for the development of the regulatory framework and associated guidance.
2. Leads development of and coordinates NRC review of national and international standards for the protection of workers, the public, and the environment from hazards resulting from the possession, use, transfer, decommissioning, transportation and disposal of source, byproduct and special nuclear material.
3. Makes detailed analyses of potential complex radiation hazards and risks from products and devices incorporating radioactive material and from their disposal. Based on such analyses, formulates recommendations on standards for design, testing, operation and decommissioning of facilities and equipment using byproduct, source and special nuclear material.
4. Initiates the investigation and leads the development of solutions to potential generic problems in health physics related to the use and transportation of regulated radioactive materials. Translates information needs related to the manufacture, transport, use, decommissioning, and disposal of byproduct, sources and special nuclear material into technical assistance and research projects and manages these contracts with outside organizations. This includes defining work required; evaluating contractor proposals; monitoring contractor efforts, milestones, spending levels, and results.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (13) in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience that demonstrates the knowledge of the theories, principles, and/or practices in the fields of health physics, including radiation physics, radiation biology, internal and external dosimetry, radiation detection and measurement, environmental radiation, or medical and industrial uses of radiation.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of and experience implementing the principles, theories, and practices of power reactor radiation protection, health physics, internal and external dosimetry, radiological environmental monitoring, and radiation health effects on the public. Examples may include specific training, education and experience which demonstrate knowledge of the principles, theories, and practices of health physics, internal and external dosimetry, radiological environmental monitoring, and radiation health effects on the public. Examples may also include experience in determining radiological safety and environmental impacts, developing regulations and regulatory guidance; and conducting evaluations involving complex technical issues in radiation protection, health physics, internal and external dosimetry, radiological environmental monitoring, and radiation health effects on the public.
2. Demonstrated ability to establish effective working relationships with peers, co-workers, and various levels of management both inside and outside the agency. Examples may include your ability to establish effective working relationships with peers, co-workers, and various levels of management both inside and outside the agency. Examples also include opportunities where you worked as a part of a team and in which you had the responsibility for directing a team; experiences involving your co-workers and individuals from other organizations and experiences with dealing with various levels of management both within and outside your current organization are described.
3. Ability to organize, plan, coordinate, and manage complex and innovative safety research projects. Examples may include specific experiences which demonstrates your ability to organize, plan, coordinate, and manage complex and innovative safety research projects, formulate project goals and objectives, develop project plans and resource estimates, evaluate and report progress against established milestones taking corrective action as required. Examples may also include specific projects you have led or participated in and describe your role and level of responsibility for completing project tasks and milestones. Examples demonstrate the scope and complexity or innovative nature of the projects and the organizations you collaborated with and cite evidence of how well you performed your role such as through performance appraisal ratings and/or awards.
4. Demonstrated ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with colleagues, subordinates, management, members of the public, international organizations, representatives of professional groups or other Federal or State agencies. Examples may include specific experience, training, and accomplishments which demonstrate communication skills and your ability to: use formal and informal networks to build support for programs; lead complex technical discussions and consolidate complex and diverse opinions into concise, balanced and well-founded recommendations; and communicate effectively in work relationships with subordinates, peers, management, and/or government or industry officials to develop solutions to technical and/or regulatory problems and issues. Examples of the kinds of oral and written presentations you have made to represent organizational positions to others and complex technical documents you have developed.

Education

Qualification for Health Physicist GS-1306 Series:
Basic Requirements:
A. Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.
or
B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.
