[Project Manager] Project Superintendent (PM-3)

HukariAscendent is a Service-Disabled, Veteran-Owned, Small Business specializing in comprehensive engineering and technical support services associated with commercial nuclear power and other Department of Energy (DOE) nuclear activities.

We are looking for a Project Superintendent to provide support to National Nuclear Security Administration (NNSA) Capital Projects for Project Management with the Savannah River Site (SRS). This support is in the form of project administration in the supervision and leadership of construction personnel for safe and successful work execution. Participation in all phases of construction management from functional area collaboration, worker training, safety programs, equipment purchasing and material management, project cost estimating, workforce planning using Advanced Work Packaging software, regulatory compliance, and reporting. Safety is a primary responsibility for all employees working on and off SRS. Candidate shall obtain safety training, obey safety rules, and make safety an integral part of each task.

• Candidate must lead the project efforts to plan and safely execute required construction work. Project Superintendent duties include but is not limited to the following:
• Overall responsibility for craft worker safety on the project and implementing the project safety philosophy.
• Supervise all direct hire Superintendents assigned to the project.
• Allocate craft workers to specific work assignments on the project.
• Approve project direct hire work practices.
• Set and meet project cost and schedule targets.
• Coordinate direct hire work activities with subcontractor work activities.
• Ensure construction site cleanliness and housekeeping requirements are met.
• Ensure the quality of the work performed meets requirements.
• Monitor quantity reporting processes.
• Monitor and control construction equipment utilization and maintenance.
• Ensure that site rigging work activities meet safety and site-specific requirements.
• Develop a plan for project transportation services.
• Develop (with assistance from project controls) forecast labor unit rates, Project distributable rates, and construction equipment costs for the project.
• Monitor and resolve craft jurisdictional assignments.
• Monitor and control work activities and craft timesheet approval process in compliance with timekeeping policies.
• Monitor and control Superintendent/General Foreman/Foreman and Foreman/Worker ratios on the project.
• Monitor and control tool usage on the site.
• Review the project design and identify potential changes which will improve the constructability of the work.
• Ensure that project automation tools are being effectively used by supervision and craft workers on the project.
• Approve craft staffing plans for the work to be performed.
• Approve project schedules and work plans for the work to be performed.
• Monitor and control the performance of Area/Discipline Work Face Planning Team(s) with assistance from Area Superintendents/field engineering/planners, superintendents, and CDI team; participate in, implement, and positively influence the Advanced Work Packaging program as it pertains to the construction workforce.
• Monitor actual work performance against the project budget and schedule.
• Approve construction craft work performance and special skills input.
• Approve the layout of required temporary construction facilities for the project.
• Establish a working relationship and lines of communication with Area Superintendents, Project Field Engineer, Advanced Work Package Manager, Field Subcontracts and Procurement Manager, Construction Safety Manager, Construction QA Manager, Construction Services Manager, and other key supervisors on the project.
• Develop craft training plan for the project.
• Ensure that required design information is available to the crafts when needed.
• Monitor the use of calibrated measuring and test equipment on the project.
• Approve project material requisitions for tools and consumables and ensure that the crafts have the tools they require to be productive.
• Identify construction critical items that have the potential of impacting the work schedule.
• Develop and implement a plan for system and area turnovers that coordinates the activities of all craft disciplines (in coordination with field engineering).
• Monitor project compliance with the project Environmental Control Plan.
• Monitor jobsite work rules and regulation compliance.

PhD or master’s degree with specialized technical training or bachelor’s degree with extensive, highly specialized training, preferred PMP certification.

• Minimum 15 years supporting a commercial or federal science, nuclear engineering, or other task relevant programs or projects; typically, 10 or more years in a management role.
• Minimum 15 years of related experience in the design and construction of nuclear, civil, or industrial facilities.
• Previous experience with directly supervising craft, superintendents, and/or subcontractors on large to mega size projects.
• Knowledge of large demolition projects desired.
• Knowledge of unionized labor construction and labor relations.
• Ensure project activities are completed on time in strict accordance with plans, specifications, and local codes.
• Possess skills and core competencies related to planning and directing the execution of construction work. Strong critical thinking skills and problem-solving capabilities.
• Demonstrate an ability to read and understand multi-discipline construction drawings and specifications.
• Expert knowledge of all aspects of large-scale construction work such as technology, equipment, means and methods, trade agreements and jurisdiction, engineering, cost/labor controls, project scheduling, environmental compliance, security, and safety requirements.
• Foster a work environment that promotes safety, quality, openness, trust, communication, teamwork, and customer satisfaction.
• Strong communication skills to properly convey project goals and expectations.
• Experience working with a wide variety of business software tools such as Microsoft Office applications, scheduling software, material management software, and supply chain software.
• Ability to identify problems or lack of progress against objectives and adjust as necessary.
• Ability to communicate across all levels of management and professionals regarding project requirements and effective work execution.
• Demonstrate a positive attitude and engage professionally with clients, subcontractors, etc.

An active DOE clearance is not initially required to perform assigned duties. Personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.

Duration: One year base period (2000 hours Straight Time/500 hours Over Time) with two, one year option periods.
