What You Will Do
The Subcontract Technical RepresentaƟve (STR) 4, is responsible for the management of construcƟon, maintenance, or site services
subcontracts from concepƟon to closeout for the Los Alamos NaƟonal Laboratory (LANL). This individual will implement
construcƟon, maintenance, or site services subcontract management in accordance with established AcquisiƟon Services
Management Division and ConstrucƟon Management Division or Maintenance and Site Services division policies and procedures.
They will oversee and monitor performance in accordance with the terms and condiƟons of complex subcontracts and Department
of Energy (DOE), Laboratory, and site‐specific requirements and will provide support to more experienced sub‐contract technical
representaƟves in the management of subcontracts for the Laboratory.
The STR is the point of contact for all of the technical aspects of the subcontract for moderate or high‐hazard work and is
responsible for Technical Oversight of a subcontractorís performance to include the safety, security, and quality requirements under
a subcontract. The STR is not authorized to make any commitments on behalf of LANL or changes to the terms and condiƟons of a
subcontract. STR acƟons ensure subcontractor adherence to the subcontract, assists in prevenƟng subcontractor failure, reduce
project related misdirecƟon, prevents mulƟple lines of communicaƟon, provides appropriate guidance to preclude subcontractor
rework and reduces compliance risk. As the primary point of contact for the contractorís project manager, the STR will develop a
working relaƟonship with the project manager and their team to support successful execuƟon of the contract. STRís must posses a
willingness and ability to work flexible schedules. Work assignment may require evening and night shiŌ assignments and work
outside the normal workday of 7:00 AM‐5:30 PM for substanƟal and indefinite periods.
What You Need
Minimum Job Requirements:
Expert level experience in execuƟng subcontracted construcƟon projects in the role of subcontract technical representaƟve,
superintendent, construcƟon manager, project manager, quality manager, safety manager, or project execuƟve. Expert working
knowledge of complex mulƟ‐Ɵered organizaƟonal structures engaged in the execuƟon of construcƟon, manufacturing, and/or
similar type efforts.
Expert level experience in the formaƟon, administraƟon, and execuƟon of construcƟon, or similar type, subcontracts employing the
several steps of subcontract development and execuƟon, including: bidder pre‐qualificaƟon, development of requests for
proposals, definiƟon of subcontract scope, compilaƟon of bid requests, receipt of bids, bid evaluaƟon, award, monitoring the
performance of subcontractors, change order management and evaluaƟon, back charge procedures, resoluƟon of claims and
disputes, commissioning, tesƟng, close‐out, and other such related steps. Expert level experience with construcƟon projects
involving installaƟon of civil work, structural work, architecture finishes, HVAC systems, exhaust systems, auxiliary equipment, fire
alarm, HVAC control systems, Building Automated Systems, electrical distribuƟon systems, and/or mulƟple discipline building
Excellent leadership skills, including the ability to set and execute performance goals as well as parƟcipate in the career
development and mentoring of less experienced colleagues. Expert level knowledge and experience in the execuƟon of safe, secure
and quality construcƟon projects, requiring work in more than one discipline and/or trade. Expert knowledge of subcontract
policies and procedures outside and/or inside LANL and the manner in which these policies and procedures are flowed down by an
Owner or Contractor to Subcontractors and Subcontractor sub‐Ɵers. Expert level knowledge of government regulaƟons affecƟng
facility subcontract management or equivalent knowledge related to private sector subcontracts.
Excellent communicaƟon skills, verbal and wriƩen, including preparaƟon and presentaƟon of complex oral and wriƩen reports.
Expert knowledge of, and experience in, one or more construcƟon related oversight disciplines, including Field Engineering,
Superintendent, ConstrucƟon Management, Project Management, Subcontract Technical RepresentaƟves (STR), Waste
Management, Safety, Quality, and/or Procurement as related to Subcontracted ConstrucƟon ExecuƟon through mulƟple
phases of mulƟple ConstrucƟon Projects from PreconstrucƟon through Closeout.
Strong foundaƟonal familiarity with Standard Work Process Procedures at LANL, DOE Complex faciliƟes, or other full Ɵme
24/7 mulƟ‐system operaƟonal faciliƟes such outages, permiƫng, tesƟng & inspecƟons.
Strong foundaƟonal familiarity with roles and responsibiliƟes within the TRIAD construcƟon management division, or similar
organizaƟons, as applied to work within LANL Technical Areas and FaciliƟes TA55, RLW, STO, and CMRR, or similar faciliƟes
outside of LANL.
Experience with NQA‐1 compliant subcontract execuƟon.
Expert knowledge and experience with systems and/or component funcƟonal tesƟng and acceptance through
commissioning, or similar processes.
Skilled in overseeing mulƟple projects simultaneously and leading safe and quality construcƟon execuƟon efforts, within
schedule and budget.
PosiƟon requires a Bachelorís Degree in an Engineering, ConstrucƟon, Contracts Law discipline or other applicable discipline, from
an accredited insƟtuƟon and 12 years directly related experience in engineering/construcƟon contracƟng pracƟces, applicable
government or commercial regulaƟons and pracƟces, and/or LANL policies, procedures, and work pracƟces; or, an equivalent
combinaƟon of educaƟon and related experience to include specialized courses in contract management.

LocaƟon: This posiƟon will be located in Los Alamos, NM.
