Nuclear Engineer (Criticality/Shielding)

This position is in the Office of Nuclear Material Safety and Safeguards (NMSS), Division of Fuel Management (DFM), Nuclear Analysis and Risk Assessment Branch (NARAB).

Duties

The successful candidate will serve as a Nuclear Engineer in the Division of Fuel Management (DFM), Nuclear Analysis and Risk assessment Branch (NARAB) providing technical expertise on the criticality and shielding reviews of spent fuel storage and transport package designs and spent fuel storage facilities and fuel cycle facilities.

Such duties include but are not limited to:

• Reviews and evaluates the criticality and shielding aspects of proposed applications for the storage and transport of radioactive materials including spent nuclear fuel and spent fuel storage facilities.
• Reviews and evaluates the adequacy of licensee’s programs and processes related to criticality safety. Evaluates assigned portions of applications for radioactive materials and potential criticality safety hazards associated with facility design and operating procedures.
• Evaluates the adequacy of package designs to comply with NRC requirements, regulatory guides, and various national codes and standards. Based on review of design information and analysis, recommends the approval or disapproval of proposed designs, or prepares requests to the applicant for additional information required to make a determination.
• Participates in complex and comprehensive studies and efforts to resolve spent nuclear fuel storage and transportation issues.
• Prepares reports containing technical bases and recommended positions. In some cases, recommended positions are incorporated into other major technical studies that may be used as a basis for Regulatory Guides and NRC regulations
• Assists in the formulation of Regulatory Guides, standards, criteria and requirements related to transportation package designs.
• Reviews and provides comments and recommendations on NRC regulation changes and other information prepared by NRC and other regulatory agencies pertaining to the criticality and shielding characteristics of storage and transportation package designs.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

GG-14:

1. Demonstrated knowledge and experience in the field of nuclear engineering, particularly as applied to criticality and/or radiological safety or criticality analyses of reactors, spent fuel storage and transportation facilities, or fuel cycle facilities.
Examples may include specific training, education and work experience that demonstrate your knowledge of overall engineering principles related to technical assessments of neutronic behavior and criticality safety and/or radiological issues related to the safety components and structures used in reactor plants, nuclear fuel storage installations and cask systems, transportation packages, and enrichment and fabrication facilities.
2. Demonstrated experience in leading, managing, or participating in complex, highly technical research projects or tasks with others leading to timely issue resolution.
Examples may include relevant technical research projects or tasks that you conducted with a focus on identification of problem areas, emerging issues and processes used to achieve resolution, and your specific role in the project or task.
3. Demonstrated ability to work effectively with internal and external organizations on projects on a variety of subjects related to nuclear engineering.
Examples may include specific experience and accomplishments communicating effectively with individuals of diverse backgrounds in various organizations. Examples may also include your role and responsibilities in interfacing with other organizations to resolve problems and/or recommended solutions to these problems.
4. Demonstrated ability to communicate and present technical information clearly and effectively, both orally and in writing.
Examples may include experience, training, and accomplishments that demonstrate your ability to communicate and present technical information clearly and effectively. Examples may include oral presentations and/or written documents you prepared and the various levels of individuals for which presentations were made. Examples may also include where you have utilized skills in communicating complex technical issues to professional societies, peers, management, general public, governmental agencies, or others.
SPECIALIZED EXPERIENCE is defined as knowledge of overall engineering or scientific principles related to technical assessments applied to criticality safety and/or radiological safety issues related to reactor plants, nuclear fuel storage installations and cask systems, transportation packages, and/or enrichment and fabrication facilities. A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume and/or vacancy question.

GG-15:

1. Demonstrated knowledge and experience in the field of nuclear engineering, particularly as applied to criticality and/or radiological safety or criticality analyses of reactors, spent fuel storage and transportation facilities, or fuel cycle facilities.
Examples may include specific training, education and work experience that demonstrate your knowledge of overall engineering principles related to technical assessments of neutronic behavior and criticality safety and/or radiological issues related to the safety components and structures used in reactor plants, nuclear fuel storage installations and cask systems, transportation packages, and enrichment and fabrication facilities.
2. Demonstrated knowledge of NRC regulations, regulatory guides, industry codes and standards and philosophy related technical assessments of neutronic behavior and criticality safety and/or radiological issues related to the safety components and structures used in reactor plants, nuclear fuel storage installations and cask systems, transportation packages, and enrichment and fabrication facilities.
Examples may include work experience and training, gained through industry, NRC, or other organizations, that demonstrates your knowledge of the above. Provide several examples of work assignments that required you to apply your knowledge of the regulatory instruments and standards listed.
3. Demonstrated experience in leading, managing, or participating in complex, highly technical research projects or tasks with others leading to timely issue resolution.

Education

A. Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET;
OR
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished:
(1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
