E2 Consulting Engineers, Inc. The analysis efforts shall range from focusing on a single asset to an analysis of an infrastructure network. The predominant focus will be on Telecommunications, Energy Security, and control systems analysis. The program will entail providing technical support services for systems engineering and program analysis. the general Work Areas of: Systems Engineering, Mission Analysis, Intellectual Outreach & Technical Review, and Configuration Management.
This position is contingent on project award and will support a U.S. Navy program to provide Defense Critical Infrastructure (DCI) technical support in the areas of On-site Assessment, Analysis and Characterization, Exercise and Contingency Support, Tools and Data Management, and Situational Awareness.
The assignment allows for telework with travel to US Naval sites as required. For base access, U.S. Citizenship is required, and all candidates will preferably have an active or Interim Secret clearance. We may be able to sponsor clearances for the right candidates.
This position requires an advanced level of proficiency and demonstrated experience in ArcGIS products such as ESRI-based products and open-source products, including those supporting mobile data collection such as Survey123, ArcGIS Field Maps, Web Apps, and Dashboards. This position requires the ability to create innovative solutions for the engineering and construction industry, communicate effectively with the project team, customer and other stakeholders, and travel to sites on business trips.
The ideal candidate must possess a strong background in GIS using ESRI ArcGIS Map's available tools including Analysis and Spatial Analyst, experience using ArcGIS Pro, and proficiency working with all geospatial data formats. They also must have the ability to develop and/or maintain geospatial data that is either project/task specific or is a regularly available dataset.
Leading in the development and management of GIS applications that are based on growing and improving business demands in the construction industry
Overseeing the planning and coordination of GIS activities to meet the outlined goals
Developing and managing control quality standards for system application
Performing data capture and analysis for GIS products
Overseeing data flow, management, and distribution activities that are aimed at supporting GIS
Supporting and participating in the designing and development of the geospatial database
Maintaining up-to-date and accurate geospatial documentation for reference purposes
Staying up to date or abreast with the latest developments in the GIS field
Giving support in the development of a work plan for complex projects and project bids
Efficiently managing geospatial databases and developing effective maps and aerial photography.
BA. or B.S. in Geography, Computer Science, Engineering or related field and 6 -9 years of experience as a GIS Specialist, GIS Analyst, or a related field with demonstrated capabilities in GIS, or in lieu of a degree 12 – 15 years of relevant experience.
Experience using the Esri suite of products including ArcGIS Server Advanced or ArcGIS Enterprise, and Esri Apps including (Survey 123, Collector, Field Worker).
Experience with Esri ArcGIS desktop software, including ArcMap and ArcGIS Pro.
Experience in developing web-based GIS applications.
Proficiency working with all geospatial data formats.
Experience working with a variety of vector and raster datasets from public and private sources.
Working knowledge of CAD programs and importing drawings into GIS.
Knowledge in the use of various software applications including ArcTools and Model Builder.
Knowledge of cartographic procedures and practices.
Knowledge of geography and various methods references common to GIS applications, such as coordinate systems and mapping standards.
Knowledge of trends and standards of the GIS industry, and relevant local, state, and federal regulations.
Experience using Microsoft Office software (Word, Access, Excel, PowerPoint, Visio)
Ability to travel to U.S. Naval sites
Clearance required is Secret or Interim Secret to start work. But, we may be able to sponsor clearances for the right resource.
Candidate can work remotely, but be ready to visit customer locations as needed
Candidate must meet the following minimum qualifications:
Two (2) years of directly applicable specialized experience in GIS.
Experience in at least two of the following areas:
Building, managing, or maintaining large scale geospatial data holdings
Performing geographic analysis such as: extract, proximity, overlay, statistical
Working with imagery sources to build and correct vector data
Working with geographic networks
Working with modeling, simulation and analysis
Creating graphics (GIS, imagery) to visualize analytical results
Experience integrating with CAD tools such as BIM, Revit, and Civil 3D.
Experience with data modeling, data conversion and ETL Software such as FME.
Experience with database management.
Active or interim security clearance.
