In this position the engineer will coordinate the design development, fabrication and delivery of Umbilicals for the project by coordinating studies, drawings, calculations, specifications, data sheets, evaluations, shop fabrication and delivery in accordance with applicable procedures, codes, standards, and contract requirements. The successful candidate will be responsible for supplier contract management, schedule and cost control. Ability to work with the client, partnering contractors, vendors, and other technical engineering disciplines in a team environment.

Coordinate Subcontractor design with the project engineering groups and other functions as necessary to develop the preliminary and detailed system design and equipment identification in a team environment.
Coordinate technical issues related to the design independently, including any required interface with other disciplines, groups, suppliers, and the customer.
Coordinate with Construction and Project Controls to assure on time delivery of assemblies.
Execute to schedule requirement while maintaining a high degree of quality in work product.
Manage subcontractor cost and evaluate cost proposals, and requests for Equitable Adjustments, preform technical and commercial evaluations for submitted cost requests. Negotiate contract changes with the assistance of Acquisition Services.
Support development of project cost and schedule estimates.
Conducting or coordinating the completion of technical evaluations of proposals.
Coordinating/performing the technical review of required subcontract submittals.
Ensures coordination of mobilization of the subcontractor to the jobsite, including material certifications and inspections, equipment inspections, workforce training verification, and security requirements.
Monitoring subcontractor technical compliance, providing “in scope” direction, and guidance to ensure quality and compliance of the work.
Support the development of estimates, trends, Requests for Information (RFIs) and Change Requests, and Deficiency Reports (DRs), as required to be submitted from the subcontractor(s).
Lead or support routine Progress Review meetings with the subcontractor.
Reviewing subcontractor invoices for completeness and accuracy.
Providing technical oversight to the subcontractor’s safety program maintaining the Bechtel Zero incidents or accidents expectations over the performance of the work.
Collecting and compiling support data for the preparation of reporting documents and the administration of the subcontract.
Monitor subcontractor fabrication and test schedules through delivery.
Monitoring all other areas of subcontract performance as assigned.
Conduct or support investigations and inquiries into specific subcontracts issues, as assigned.
Organizing materials for the preparation of subcontract-related meetings and presentations and training sessions within the candidate’s discipline.
Preparing and delivering required daily, weekly and monthly subcontract status reports.
Review Subcontract quality verification for completeness, accuracy, and forward documents to document control.

Basic Qualifications:

BS degree in Engineering (Mechanical or related), from an accredited university, with at least 9 - 13 years of relevant experience
Relevant experience includes, but is not limited to, P&IDs, calculations, and specifications for Mechanical systems and equipment on power plants, refineries or chemical process facilities in addition to Management of material and service orders for engineered items and services.
Must be able to complete a pre-employment drug screen and background check.
Must be a United States Citizen


Minimum Qualifications:

Excellent communication skills (both verbal and written).
Ability to utilize office automation tools effectively.
Knowledge of industry and regulatory guides, codes, and standards, as well as Bechtel Corporate guides and standards.
Knowledge of project schedule and planning processes.
Knowledge of Acquisition processes and oversight of equipment and services procurement under the Bechtel Procurement System.
Broad knowledge of the application of Mechanical engineering design principles.


Preferred Qualifications:

MS degree in Mechanical or related Engineering, from an accredited university.
Registered Professional Engineer in the USA (Mechanical or related Engineering).
Experience working with procedures meeting quality assurance programs such as ASME-NQA-1, MIL-Q-9858A, or ISO-9000.
Previous experience managing technical and installation subcontracts.
