Fermi Research Alliance, LLC (FRA) manages Fermilab for the U.S. Department of Energy’s (DOE) Office of Science. FRA is an alliance of the University of Chicago and the Universities Research Association (URA), a consortium of 86 universities. FRA combines the depth and commitment of the University of Chicago with the broad involvement of URA universities for the benefit of Fermilab, the particle physics community and the nation.

Fermilab’s Long-Baseline Neutrino Facility (LBNF) Project is seeking an LBNF/DUNE-US Project Controls Manager to join the team. The LBNF/DUNE-US Project (https://lbnf-dune.fnal.gov) is hosted by Fermilab in Batavia, IL, but includes participation from Universities and Laboratories from around the world. The project includes construction of the world’s most powerful neutrino beam and a near detector at Fermilab as well as a large underground detector at the Sanford Underground Research Laboratory (SURF) in Lead, South Dakota. The LBNF/DUNE project will design and construct one of the largest neutrino experiments in the world in the next decade.
Reporting directly to the LBNF/DUNE-US Project Manager, the Project Controls Manager will be responsible for successfully leading the LBNF/DUNE-US Project Controls Group in conformance with the requirements of DOE Order 413.3b and Fermilab EVM system requirements.

Major responsibilities and duties
• Direct and lead the LBNF/DUNE-US project controls group consisting of approximately 15 staff members.
• Working with Project Manager, Deputy Project Directors and Deputy Project develops, implements, and maintains the project controls system and the Project Work Breakdown Structure (WBS).
• Manages the development and maintenance of a fully integrated resource loaded schedules using standard project management scheduling tools.
• Implements the Earned Value Management Systems (EVMS) and EV methodology providing efficient, effective, and responsive project controls, standards, and procedures to ensure assigned projects align with DOE, Lab and project controls requirements.
• Develops and maintains the earned value (EV) data with cost processor software and provides expertise on software enhancements as the subject matter expert.
• Manages and performs the project’s EV data analysis in conjunction with the Control Account Managers (CAM) and trend projections, creates evaluation methods to analyze project performance and generates performance measurement monthly reports for senior management team; processes updates to the Estimate to Complete (EAC) updates and implementing baseline revisions.
• Conducts risk analyses and assessments; identifies high-risk issues that could impact project success and recommends solutions.
• Analyzes and evaluates existing systems recommending, designing developing, and implementing changes and new systems, aiming to make project controls systems more efficient, effective, and responsive.
• Collaborate with the project’s technical staff, financial staff, project managers and the functional managers on all aspects of cost controls and scheduling, providing a development plan and annual performance goals relating to Lab’s objectives.
• Generates, presents and assists senior managers with progress and presentations pertaining to the project timeline, resources, and project performance.
• Leads in the training and advises junior staff in maintaining the accurate application and implementation of Earned Value Management (EVM) requirements as defined by DOE Order 413.3b and the laboratory’s EVM System; provides supervision to staff members within the project controls functions.
Required Qualifications:
• Bachelor’s degree and 15 years of experience in project controls, including five years of related management experience, or an equivalent combination of education and experience.
• Ten years of experience successfully performing project controls duties for research-based project(s) within the DOE Office of Science National Laboratory system.
• Demonstrated track record of effectively managing personnel, setting technical direction and goals, developing programs, implementing, and improving effective business practices and systems.
• Demonstrated understanding of project controls best practices in relation to DOE Order 413.3b.
• Significant experience with Primavera and EVM cost processors.
• Experience with DOE PARS II reporting system.
• Excellent communication skills, including interpersonal, verbal and written, demonstrated ability to interact effectively with all levels of management, staff, and customers.

Desired Qualifications:
• Experience leading project controls group for DOE Office of Science projects of $1B or greater.
• Ten years of experience leading a project controls group within the DOE Office of Science National Laboratory system.
