We are looking for a Project Quality Assurance Manager 1 (QA Engineer) with the following qualifications:
Job Description

SUMMARY: The Quality Assurance Engineering job family plans and directs activities to develop, maintain, and provide leadership in the implementation of the Quality Assurance Program. Quality assurance includes all those planned and systematic actions necessary to assure implementation using a graded approach of the QA Rule (10 CFR 830, Subpart A, Quality Assurance Requirements) using NQA-1:2004 as a consensus standard in the planning and execution of work. Quality control includes all those aspects of quality assurance, which provides a means of control and measures the characteristics of an item, process or facility to established requirements

• Guides and directs lower level personnel on the set-up and performance of tests.
• Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items. Devises and applies testing procedures for parts or sub-assemblies received from outside vendors. Participates in the development, maintenance, and refinement of internal quality control and reliability programs.
• Ensures that the company and customer’s requirements are met on assigned products, programs, areas, or functions.
• Recommends corrective action to quality problems.
• Provides technical support and advises other engineering groups.
• May work in any of the following areas of quality control/assurance engineering: design, incoming material, process control, product evaluation, inventory control, product reliability, research and development and administrative application.
• Ensures adherence to company policies, procedures, and related government regulations.
• Prepares quality assurance audit checklists and participates in quality assurance audits of corporate/project QA program/plans
• Monitors project engineering, environmental, procurement, construction, testing, operations, decommissioning, and other activities related to the quality program/plan
• Reviews and monitors reported nonconforming conditions and associated corrective actions
• Reviews and reports on selected engineering and procurement documents to assure the inclusion of applicable quality requirements
• Reviews and reports on project associated quality-related procedures and manuals for conformance to project QA program/plan requirements
• Reviews and reports on new or revised regulatory requirements and their impact on the established QA program.
• Follows up on actions taken in response to audit findings to assure adequacy of completed corrective actions

• Technical knowledge in the application of engineering, environmental, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
• Knowledge of the quality assurance principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning
• Knowledge of the application of corrective actions to nonconforming conditions
• Knowledge of regulatory requirements and functions that impact the QA program
• Proficiency in oral and written communication

Grade 26 Level Specific Responsibilities:
• Technically supervises quality projects or major phases of significant quality projects, coordinating the efforts of technical support staff in the performance of assigned project.
• Possesses and applies comprehensive knowledge to the completion of significant assignments.
• Provides leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the product is designed, procured, and installed in accordance with customer and company quality requirements
• Provides leadership for new systems, development, proposals, implementation, procedures, and any related quality activity.
• Makes frequent decisions using principles and professional independent judgment.
• Develops and applies advanced quality assurance/ control theories and research techniques in the investigation and solution of complex and advanced technical problems on the forefront of new technologies.
• Analyzes, evaluates, and plans methods of approach and organizes means to achieve solution of complex technical problems.
• Conducts investigations and tests of considerable complexity.
• Reviews project process and evaluate results.
• Evaluates vendor capabilities to provide required products or services.
• May specialize in particular area of quality control engineering, such as design, incoming material, process control, product evaluation, inventory control, product reliability, research and development, and administrative application.
• Provides technical consultation to lower level engineers, technicians, specialists, and inspectors

• Review and approve/reject corrective action plans and completed corrective actions.
• Perform apparent casual analysis as part of issues management.
• Review and revise existing UCOR procedures and forms.
• Perform Management Assessments in support of Functional QA Program.
• Lead and/or participate in Independent Assessments.
• Attend Issues Screening Team (IST) meetings.
• Assist in the development process of the Annual Integrated Assessment Schedule.
• Develop Annual Assessment Schedule for UCOR projects.
• Perform Surveillances on UCOR projects.
• Perform Management Assessments on UCOR projects.
• Review Submittals for subcontract work on UCOR projects.
• Performs facility inspection, reporting and input into the Facility Inspection Management System (FIMS).
• Provide review and comment on Work Packages.
• Identify non-conformances and follow the process for development and closure of NCRs.

• Education: Bachelor's degree in engineering or demonstrated equivalent combination of relevant experience and education.
• Experience: Twelve (12) years of related experience in area of specialization.
• Desired but not required: Auditor/lead auditor certification
