HukariAscendent is a Service-Disabled, Veteran-Owned, Small Business specializing in comprehensive engineering and technical support associated with commercial nuclear power and other Department of Energy (DOE) nuclear activities.
We are looking for a Senior Construction Field Engineer that will provide construction engineering and work planning services in support of fabrication, installation, modification, and testing of various activities/commodities performed by the SRNS NCP Construction Department.
Developing work instructions and work plans for installations/modifications and testing activities
Performing walk downs and constructability reviews of proposed installation/modification design
Assign and manage personnel to develop work instructions, perform design reviews, and provide schedule guidance
Performing material take off for installations/modifications
Procurement of construction field material for installations/modifications
Performing job hazards analysis for installations/modifications
Performing post installation/modification evaluation of work instructions to ensure completed work meets applicable design, specifications, codes, and standards.
Facilitate the development of work instructions to execute the design and facilitate resolution of installation, schedule and technical issues which will require significant interface with multiple organizations including Construction Mgt., Subcontract Mgt., Quality Assurance/Quality Control, Operating Facility Systems Engineering, and Operating Facility Mgt.
Resolve issues which will often require the Subcontractor to exercise discretion and independent judgment in order to determine the appropriate path forward after the various possibilities have been considered
Engineering services shall be provided using SRNS processes and procedures.
Programmatic guidance will be provided by SRNS.
Subcontractor must successfully complete the duties assigned in 3.1.1 above, as demonstrated during the period of performance and verified by the service providers manager or designee on a weekly basis.
Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating
policies and principles.
The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.
Experience / Skills
Demonstrate a working knowledge of various industry installation codes (IBC, ACI, AISC, OSHA), required.
Ability to develop installation/modification work instructions and work plans per Asset Suite, required.
Ability to perform job hazard analysis for construction activities, required.
Candidate must qualify as a radiological worker and enter contaminated areas wearing the appropriate protective clothing, full and half face respirator, plastic hood / plastic suit.
Candidate must be physically fit, able to withstand an outdoor environment and perform walk downs that may include climbing.
Previous SRNS or other DOE experience is preferred.
Previous experience performing work planning at SRNS, job hazards analysis utilizing SRNS procedures and requirements is preferred.
SRNS Furnished Material, Equipment, and Services
SRNS will furnish material, equipment, or services as necessary to support NNSA Capital Projects. This may include a government computer and/or other electronic devices as deemed required by SRNS technical personnel and to include office space as necessary to conduct work activities under the subcontract. SRNS will provide training and property passes as needed.
When authorized as part of this subcontract, travel expenses incurred in performance of this Task shall be reimbursed in accordance with the SRNS General Travel Regulations established in the Performance Work Scope terms and conditions.
Subcontractor personnel work shall be performed at SRS and various off-site locations. Subcontractor personnel will receive SRS General Employee Training and other training necessary to work at SRS. While on-site, subcontractor personnel shall be required to comply with the SRS Employee Safety Manual.
Period of Performance Schedule
Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two-thousand and eighty hours.
The period of performance shall be for a period of one year from award of this agreement, with the option for SRNS to extend two additional one-year periods.
The Subcontractor shall provide one Senior Construction Field Engineer / Work Production Planner (Senior Production Control / Work Planner, CLIN-022), as defined in the Statement of Work, for NNSA Capital Services Engineering & Professional Support for: All NNSA Capital Projects (SOW-508192) attachment A, table entitled, "Approved Labor Categories.
An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
Supplier shall possess a positive FOCI determination from DOE which includes Q security clearance level.
Must be a US Citizen.
